I feared this wouldn't be accepted into the tree at all if ispell was a external build req. OTOH, we can just do it like m--enable-build-mozilla which also needs external things. For hunspell, the current tree doesn't have the hunspell binary, that's why this is 3.0 after all, because no Windows person took care about cws hunspellexternal for Windows, and that's the cws also delivering the hunspell binary now.
