It seems to me that dmake is failing to expand the macro in case it is quoted and failing to create appropriate .def file. It may depend on the version of dmake. The typedef expansion in libxmlsec is needed because mingw cannot accept relocatable data reference automatically imported in constant storege. It does not break the build but the dll crashes at loading. It can be improved by explicitly delaring them with __declspec(dllimport) and I am trying to do so, but it will take some time to test it.
