Is this perhaps a duplicate of issue 5930?

Perhaps not entirely, since this contains a bit more information - i.e. no
trailing zeros, etc. If 5930 can be resolved it would simply need some custom
format strings to accomplish this issue.

Thus maybe this should be marked as dependent to issue 5930.

This is entirely different from issue 5930 which deals with limiting exponent
values to multiples of 3 -- a tradition or convention, but not actually part
of a formal standard.  The ISO and ANSI standards differentiate display formats
for metric and non-metric (Imperial or American) values.  Non-metric values use
no leading zero for values between -1 and +1 and have a tolerance value assigned
according to the number of decimal places used.  Metric values use a leading
zero for values between -1 and +1 and do not use trailing zeros.  Tolerances are
always assigned through other means.

Engineering standards require that metric values be presented as: (A) leading
zeros for values between -1 and +1, and (B) no trailing zeros.  A format to
allow this (with a specification for the maximum number of decimal places used)
would bring OpenOffice into compliance with ISO and ANSI standards as they apply
to engineering.
