Reproducible with Ooo-Dev 3.2.0 multilingual version English UI WIN XP: [DEV300m64 (Build 9446)]! I created a 30_line_sample.cvs and got a message when I tried to open it with OOo, so it shouldn't be impossible to get that message for xlsx-import.
