1. In csv import dialog scroll down the whole preview, so that OOo gets all 
columns.
2. Mark all column header (where 'Standard' is). You can easily do it: Click on
left one; the column becomes black. Scroll to the right. Shift-click on last
one; all columns are black.
3. In the drop-down list which is enabled now, choose the item 'text'.

All columns will be imported as text.

(If you need other formats too, you had to select the columns separately.)

Some comments:

1.) Users might NOT be aware that something was imported as DATE
[IF only some of the numbers happen to be imported as that]

2.) How can one expect that users will perform this complex repetitive task
every time they open a CSV-file, when everything should just work perfectly in
the first place. I have a rather different perception of user satisfaction and
usability.

3.) This issue pops up over and over again. So please do NOT close as WORKSFORME
when in fact, it is more appropriate to close as a double of issue 87999.

On the test case, i open OOo, i click on the import, choose the file, click on
the select all cell (top left corner cell) and then right click on any cell
and select text and press OK, the file is imported, but when i scroll down i
see the F84 cell as date when all others are text.

*BUT IF* in the import i scroll down the whole preview, where i can preview the
future F84 cell, i see the correct value in there (the 27.11) and after import
calc keeps the correct format!!

so this bug only shows if the user don't preview the value... maybe this is why
if i remove one more line from the original csv file, OOo imports the file fine.

as almost all users of import will not scroll down in the preview, this bug
might show up several times, and as discoleo said, users might not see the bad
import and blindly work over and take a long time (if ever) to find the problem.

i can reproduce this problem without any problem and i can try to reduce the
test case if needed

I tried to import a file as csv and used the standard and when the file was
imported, the file contained several fields as date, other as text... so i tried
to enforce the text import for all column, but still i saw several entries as 
date.

i tried to reduce the file to a text case that i will submit next. if i remove
one more line from the top, OOo 2.4.0 opens the file correctly. In the test case
the last line few lines show the problem, where several values are text and one
of then is set as date.

even worst, there isnt any easy fix for the wrong conversion, trying to convert
to text or number gives a totally different result, forcing the user to hand
correct the value

if i set that all column are text, OOo shouldn't try to do ANY detection of
format, so this is a bug

i'm using linux 64bits (slamd64 - slackware in 64bits), but OOo is 32bits, the
binary packaged downloaded from the OOo site. i dont have windows, so i cant
test in another OS
