The VLOOKUP function is able to use regular expressions. The + sign belongs to
the syntax of that regular expressions (see application help). If your search
criterion has a literal + then you must disable regular expression. You find
the setting in Tools Options Calc Calculate.

The attached file contains vlookupIssue.ODS, NOT vlookupIssue.XLS.

vlookupIssue.xls has the expected behavior; I can attach it, if that would help.

When converting letter grades (..., B-, B, B+, ...) to grade points (..., 2.67,
3.00, 3.33, ...) with a search criterion ending in + (B+, say), I expected
vlookup to return a number ending in x.33 (3.33, say).

In the demonstration file:
Panel 1 shows the error when the lookup table is sorted by column A (Grade) and
sort order=1.
Panel 2 shows the error when the lookup table is sorted by column B (Points) and
sort order = 0.

In both situations, vlookup returns the next smaller value (3.00), as if the
search criterion was B, say, even when the previous row should return 3.67, say!

I will post a demonstration file as soon as possible.

The same or a similar problem was reported at:
https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/238548
