I don't know the take of the master document in ODF, but it seems to me the
restart numbering could be implemented as a property for the subdocument
*within* the master document. When inserting a subdocument you could then
specify to restart numbering in its list(s) (my preferable default) or continue
numbering from previous subdocument. That way full control is available for the
creator/maintainer of the master doument and the creators/maintainers of
subdocuments don't have to take into account whether or not the document is to
be used in a master document and how the numbering should be handled in the
master document.

document preserved and b) changing the behavior of lists in sub documents of
master documents? What's easier to change in the source code?

For my part, I think it's better to change a) which will fix b) anyway - but b)
will not fix a)(?). Or do I misunderstand something?

I use sub documents for certification exams and I depend on the ability for
numbering to increment across sub-documents in the master.  i.e. the questions
for each subject in the exam are in separate sub-documents.  Some of my exams 
are for a basic-level certification, some are for advanced-only and some are for
a combined course.  It's really helpful that the numbering doesn't restart
between sub-documents - so please don't fix that.  :-)

Taking the perspective from the ODF side makes somehow the difference.
If you have an ODF document (which a sub document of a master document would
be), the storing of additional information at the first numbered list about its
restarting properties is completely redundant in case that restart value is not
given. OOo could nevertheless store this information, but other ODF supporting
applications does not have to do it. Thus, OOo have to handle not only documents
created by OOo correctly.

From the ODF perspective my statement that lists in sub documents can in no way
continue lists from other sub documents or the master document is right.

Hm...
Thinking about this problem it comes to my mind that a list in a sub document of
a master document is its own list which should in no situation continue any
other list which does not occur in its sub document.
Thus, to solve this problem I would change the code which integrates the content
of a sub document into the master document. But I do not know if this is the
user expectation.

It is not clear due to limited resources that this issue is solved for OOo 3.3.
To be honest I am adjusting the target.
