Well try to uninstall some of the extensions (thinking especially about the
Writer's Tools) to find out if this is not the cause of the problem (see issue
101251).

As I said in the other issue I already had that kind of problem due to an
extension...

I can not agree. I tried this on several computers and the problem persist at
all of them. As ES wrote I tried to open a file, did nothing except
Tools-Update-Update All, waited for few seconds and tried to cut some text and
scroll down with the mouse wheel. Try this bigger file (attachment). It is
enough to scroll one page and wait. After 1 second you will be thrown back to
the line where you have cut the text (probably because the cursor is still on
this position). This means OOo does not "remember" that after cutting some part
of the text you have scrolled down. Instead if you scroll down after you were
thrown back, everything works fine. 

By trying this it is necessary to start scrolling (it is enough to make 1-2
moves on the mouse wheel and wait) immediately after cutting the part of a text.
If you start to scroll after 1-2 seconds everything works fine...

The best way you can see it is if you have set Print Layout view and cut some
text on the 2-3 line up the bottom of the page.

It sounds like a document finishing to update its layout while you are 
scrolling.
Tipps:
- Wait after loading until the document has updated
- Do "Tools - Update - Update All" to force this update.

If you cut some text and want to paste it somewhere else in the document and you
use wheel on the mouse, after some time (depends on complexity of the document)
you will be thrown back to the line from which you just cut the text.

To reproduce this issue:
1. open the attachment - test file,
2. move to page 4,
3. mark the blue text,
4. use ctrl+x and immediately scroll the mouse wheel down (but do not scroll
without a short break by scrolling).

After a half of a second OOo will throw you back to the original line. On this
attachment the delay is not very long, but if you edit some big files, the delay
could take also more then a second - if you scroll in this time the mouse wheel,
you can scroll more than 1-2 pages. It is very unpleasant when OOo throw you
back. The only possibility to avoid this is to wait for a second-two after you
copy/ cut the selected text. 

You can reproduce this issue also (and the delay will be longer) on some other
big odt file, maybe with some cross-references + a lot of formatting).

In OOo sCalc this issue does not appear.
