It does import correct in my OpenOffice.org 3.1.1 Dutch on Windows XP: it loos
as in your attachment

I get the error on 3.1.1 , OOO310_m19, build 9420 en-US on XP SP2, which it was
was used to create the screenshot

I also get the same error when I build a Hebrew Windows version from source
OOO310_m19. 

The differences in behavior between the versions may be a problem of an
uninitialized variable. Could you test on the English version I mentioned?

The attached screenshot shows the bug on 300m57 as well. The bug appears in the
document, and the About screen with the version number is displayed in the
foreground. The problem is on page 2. Are you sure that you're not looking at
page 1, where there is no problem?

In the attached document, there is a red frame on page 2. It is imported
incorrectly in Writer 3.1.1 on Windows. See screenshots. On my Debian Linux
3.1.1 build, there is no problem. In Word, the frame is absolutely positioned,
relative to Column. 

In Writer, it looks ok if the positioning is set to From right, 3.49 inch,
to Right page border. 

3.49 is the value you get for the expression Page width (8.25) - position
(0.38) - frame width (3.13) - margin (1.25). Perhaps the import code should
calculate the position using this expression. Not sure why the behavior is
different in Linux, though.
