tl-cmc: when you mean format 2 do you mean:
static const sal_Char* pVerStr2 = WBSWG2;
static const INT16 DIC_VERSION_2 = 2;
That's pretty old! I've never seen one of those, it's even way before SO5 that
this format should have been in use. 
I seriously doubt that anyone has dictionaries really this old. Also if it were
created by SO/OOo anyone who would have entered words with the incorrect
encoding should have immediately noticed that those words don't work (with that
type of dictionary format). 
I wonder if that dictionary was created by some private property dictionary
creating program/macro. There are a few of them around.

On the other hand it is perfectly possible to 'silently' convert all older
format dictionaries to the user-readable UTF-8 format. That would be fine with
me. But if we do such a code change it better be right at the beginning at the
OOO 3.4 code line than 'just before the release'.

If I recall correctly I asked a similar question when the also UTF-8 based 
   static const INT16 DIC_VERSION_6 = 6;
format was introduced (SO6?) and at that time some silent automatic conversion
was not favored. I was told that this should be done upon migration with the
next major release.

tl-fl,sba: I would be fine with doing it now and silently upon next save
(provided we do it early in the new code line), but what do you think about 
this?

What I think might have happened is that the basis for the dictionary might have
been one if the ones that were shipped with OOo itself, i.e. examine our
standard.dic. In DEV300_m84
$ strings extras/source/wordbook/standard.dic | head -n 1
WBSWG2

so our standard.dic is still in that format, so if it was copied/reused as the
basis for a new wordbook then it stays stuck at that version. A related task I
guess should be to convert our existing wordbook .dics in extras to the latest
format, which as an aside would make them easier to handle/browse in mercurial.

If we do such a code change it better be right at the beginning at the
OOO 3.4 code line than 'just before the release'

Oh definitely, I've left the target intentionally blank, up to someone else to
decide the target, 3.4 would seem a natural one.

I was told that this should be done upon migration with the next major 
release.

Stuffing an automigrate into e.g. the desktop upgrade feature would likely
only affect whatever wordbooks were in ~/.openoffice.org at the time of upgrade
and not handle old-format wordbooks that get copied in after an upgrade from
other sources. Always saving as OOoUserDict1 version would avoid anything like
that.

*ouch* that's a bummer, especially since that dictionary needs not be part of
the installation, because ages ago I already wrote code to create that on the
fly if it does not exist. And that way it would have always been in the current
format. :-(

I was talking to someone recently, and they were complaining about their user
dictionary not working. When I looked at it I saw that it was a format 2
dictionary and all the words in it were simply comprised of ? question marks. 

What I think happened was that they had an old blank personal dictionary stuck
at format 2 and when they added words to it, it stayed in format 2, but they
were trying to add Yiddish words to it and they couldn't be saved in the old
limited encoding mechanism of the older format and so they ended up with junk.

Would it make sense to auto migrate user dictionaries to the latest format when
they are saved ?, that would avoid this sort of thing happening.
