A user should be able to have the choice as to whether or not the cursor position should be saved. The spec quoted for the change has a scenario that is perhaps legitimate, but the resolution is not adequate. If you have two users with different prefs, the answer is not to ignore the prefs of one of the users, but rather have an option so that all can be happy.
