Thank you for the link to the forum. But I gave the example after understanding
all possible program features. The example is given to show you, that the
concept of picture positioning needs a control of the relative position between
anchor and image. Otherwise users that change the text in a page they always
change picture positions. Most times this is not what they want. But picture
positioning relative to the page is no solution, as long as they can not fill in
pages in front. So let people move the anchors to the top-text or header of the
page by pressing Control when moving the anchor. If the anchor is there, no text
change can effect the picture position.

If you want full control without automatic changes you are now bind to the rule,
"Use solely the picture dialog."
What do you mean? Where do I find this in the german version? There is no
posibility to change relative position of anchor and image in my picture dialog!

I got manuscripts of other teachers to art history writen in an other font-type,
that seems not to be installed on my computer. There are 6 images per site with
6 undertitles in textfields, all positioned by anchors in a text that has
changed its font. So everything is positioned absolutely chaotic, text jumps to
the next site, and this all comes out of this nonsense with anchors in the
middle of the page. And what if I fill in one more pictures on such a site. All
pictures loose their position again. This is no work, it is horror! And it is
not the fault of the user. It is the fault of the concept. The user must have
control of the relative position of the anchor to the image,so he can put the
anchors at the beginn of the page, if he likes to do pagewise-design. Otherwise
he will always have chaos, if he opens the document in another computer, that
has not exactly the same fonts or a new version of the text-program. Ask
teachers who use word processors for their manuscripts. They hate to put in
images, because it is programed so badly. And they tell you, that they can not
give the digital manuscripts to their students, because they never can be shure
how things are formated on other computers.

Currently moving images with mouse or arrow keys changes anchor and position
type. There should be a method using mouse or arrow keys to change the position
values only.

If you want full control without automatic changes you are now bind to the rule,
"Use solely the picture dialog."

There was a similar request in issue 52108, but with the decision "wontfix".
Because to be bind to the picture dialog is really annoying, I wish that
decision would be reconsidered.

It is clear that in a text processor images have to move, when the anchor is
moved, because that is what an anchor is good for. The anchor is part of the
text and lets the image move with the text.
But it is logical absolutely necessary, that the anchor has to stay where it is,
when the user moves the image, because when it does not, the user never can have
a real control over the relative position between image an anchor. 

In Writer, if you have text with breaks, the anchor automaticaly jumps to the
nearby break, if users move a images. I attach a photo of a textpage, where you
can see, that this is in somecase absolutely wrong behavior. If I have a page
like this in a larger document, I make a page-break bevor the title, so that the
page keeps its shape. I put the images on the page, befor I put in text, so that
the anchors are all on top (see red lines). Whatever textchanges I make now, the
images stay at their position as they have to. So the page is perfect done. 
The bug is: 
If I move one image one milimeter now, the anchor jumps over the whole page to
the nearby text-brake. This is a useless automatic, because if the user wants
the image conected to another point of the text, he will move the anchor not the
image. Now image position is instabile when text changes. And the program gives
me no chance to get the anchor back to the top of the page where it has to be in
this case. Even text-frames are no solution, because other formats do not read
them.  Give users the chance to disable this nonsense automatic (for example by
control-key)!
