As I remember, Android Market policy doesn't allow this. (Free App needs to
be an application without restrictions).

I am in Australia, I have not any hand on experince with HTC Tatto yet.
Please confirm whether that is a touch screen device. Because in my memory,
that is not. Moreover, if you are in US, you can consider Droid. That is a
2.0 native device. I think that is worth to consider.

There is HTC Sync  for Magic.
there is a bit different concept android than the traditional smartphone.
Android is using Internet as the medium to communicate, that is a bit like

submit a free trail version in Android Market, with PayPal backed Activation

I felt that is not very hard to allow selling apps in Australia. I know
Adsense can directly transfer the money to a australia bank account.
I am guessing that is the problems of billing and tax issue.

Sorry, I don't know much about. I think you are asking about running a proxy
server on Android. I know about that.
But as far as I know, that need the application level supports for proxying.
But I can't find any apps on Android has proxy setting, even the web
browser, the default webkit in Android and Opera Mini, I can't find this
settings.
I think the quickest way to use transparent proxy in your wifi.

apps.

For Point 5, I think you cannot submit any apps to android market with the
license key activation required as a free app.
The policy are restricted the developers to use their "authorize" payment

License v2.0, you can use use them in closed source application if you do
