It seems that it doesn't.
I once got an email from a user who wanted to make the in-app upgrade
purchase, and his country was not on the list:
http://www.google.com/support/androidmarket/bin/answer.py?hl=enanswer=143779
The rest of his device config checked out ok, including the Market
version. He still was able to download the app, which is free.
