android-platform is such a group, though it's low volume.
android-ndk is a place where you can find information on the ndk
android-porting is for porting pieces of the platform, for which it

In the very least, you are much likely to get a greater response if
you phrase your questions in a smart way.

I pointed you at the standard Java APIs, which will be used for
Android as well as Java, making this a question which is inappropriate
for this list (i.e., has nothing to do with Android).  Furthermore,
you ask it in the context of C, which is not the target of this list.

You then continue to insult people who are answering your questions,
making it much less likely that people will answer your questions in
the future.

So please try to form your questions in a constructive way, and the
community will be able to answer your questions much better,

implementation within Android, you access these using File / java.io.*
classes.

You understand that Android apps are written in Java and not C right?
And that the ndk even gives you limited access.  You can feel free to
look at the NDK, but refusing to use Java and wanting to write your
entire app in C is a fairly common antipattern in Android app
development..
