Hello Gavin, since it seems you were not subscribed when you wrote this: 
we don't add people to the mailing lists, and you don't need an 
approval. As for all our mailing list, in order to subscribe you send an 
empty message to the subscription address 
api-subscr...@openoffice.apache.org and then you will receive a message 
for YOU to confirm (simply replying to that message) that you want to 
subscribe to the list.

Most of the process of building software in this list resume to the build
of extensions. Extensions are small applications that can sit on top of
larger ones (like OpenOffice). I will recommend to read some of the
extensions written in the past. Specially in your language of choice (Java)
along with the snippets on the wiki.

There is a segment on the Developer guide that talk about extensions as
well.
