The song is describing a city and not a human being. Actually it is describing a city as if it were a human being. And when he says that it has heart on the right and the left sides, he means to say that the city has a heart. It is emotional. If you listen to one line Bas ishq mohabbat pyar - only love, romance and more love! ;) The city is totally emotional is the bottomline. A poetic way of saying it is that it has heart all inside it. My take is this. Delhi is personified here, which means like all of us it has a heart on its left. Now on paper, it is spelt Dilli that means it has heart on its right as well (left according to us seeing it, from it's pov on the right!)
