This looks like a new defect. The workaround is to import data manually.

Did you see any message like 'the ARServer is unlicensed' in
arerror.logafter upgradation.

I think the connection is not established with mail server.

Please refer email engine config guide.

Can you send emails by telnet session to the mail server ?

If no, the problem could be related to mail server.

If yes, check config details on email engine config form.

Email engine debug logs would be helpful to troubleshoot.

ARS picks up date format from Operating System.

You can set ARDATE parameter in ar.cfg/ ar.conf.
For example.

ARDATE=%d.%m.%y %H:%M:%S
If you do not set this variable, the system uses the date format for the
language specified by the LANG environment variable.

This doesn't look like a problem with email engine.

The winmail.dat format is a proprietary Microsoft file that has special
meaning to only microsft clients. The only way to fix this is to contact the
administrator of the exchange server that the email originated from (or if
the user is just outlook without an exchange server the user themselves) and
requesting that they either change the server to make sure this does not
happen, or refrain from using the specific formatted mail.

If the user wants to use formatted mail, they can use HTML mail, which does
not suffer from this problem.
