Maximum number of connections requested exceeded

An outside application is attempting to interrogate a form to obtain data 
by consuming a Web Service.  Every once in awhile no data is returned but 
the application reports that the message: Maximum number of connections 
requested exceeded is returned.  The message is showing up in the mid-
tier's log together with about 50 other lines too.  In reviewing 
the "Configuring AR System" documentation I've found no entries that 
explain how to configure the number of connections for the mid-tier.

The configuration.properties file has reference to 
arsystem.pooling_max_connections_per_server and this is set to 50.  Is 
there a way to tell how many connections are available at any given time?

An application outside ARS is interrogating a form to obtain data via the 
consumption of a ARS Web Service.  Once in awhile instead of returning 
data the message: Maximum number of connections requested exceeded is 
returned.  I've reviewed "Configuring AR System" and found nothing about 
specifying the number of connections.  In the mid-tier's config.properties 
file I've found arsystem.pooling_max_connections_per_server and it is set 
to 50.  Is there a way to tell how many connections are available?
