You could use an "on interval" active link to push fields to a dummy form.  
Filters on that form could then fire to perform whatever action you are trying 
to make happen.

I wouldn't recommend this for a number of reasons (the biggest being that the 
few times I've had to look through log files with "on interval" actions I was 
tempted to pack up and move to a cave).

Yes, you can do a timed event in something like Perl (and cron).

We do something like that to push records into our system.

i.e.  An outside system pushes records into a table in our Oracle database.  We 
have a view form against that table and workflow (Filters) on the view form 
that fire on change of a "Status" field from 0 to 1 (Records are inserted with 
a 0 value).  We have a Perl program that does a Remedy API call to modify the 
record and change the field to 1.  (Yes we could have made an Escalation that 
does the exact thing, but it would only have fired each minute.  This way we 
can fire it every 10 seconds).

Other than some scheduled, external event that could trigger a filter I don't 
think its possible (i.e. create filter against EMAIL form and set up a 
scheduled job in SQL to email the AR email account every X hours/days)

If you could elaborate a little more about what you are trying to accomplish 
without using an escalation, it would help others to help you.
