In addition to this since you state that you normally onky use the user tool. Make sure the view you are accessing within user took is the same view that is being displayed on the web. You may have specified a specific view in user tool via Tool--> options. It also depends on how complex your env is. If you have single AR and single MT, then the cache would be the issue. If you have a server group and multiple mid tiers, then there is also caching going on at the AR server level and you need to make sure that cache is synced as well. You need to flush after your changes. If they flushed it before you made your changes, chances are you won't see them in the MidTier yet. You could try to clear your browser history too.
