So it was what I suspected. That even though the server looks like it's an
admin box, the errors point to admin operations being disabled. Going to
investigate that. Thx all.

I personally found it easiest to shut down all other nodes of the server group, 
perform an 'upgrade' on the primary, and then do a 'shared' install on the 
other servers.
