Take a look at AlarmPoint.  It might be more ($$$) than you need for a 
simple voice notify, but I bet you could think of ways to use the other 
functionality it provides.  :-)

Phone notification






We are wanting to nitify the Group members, or individuals assigned to a 
Help Desk ticket by PHONE call, of the assignment.  If a security issue 
arises late at night, no one is logged on to email .. or their computer 
for an alert.  We would like Remedy to call a phone number to notify them 
immediatly of the problem  Can this be done with the base product?  Are 
there add-ins to do this?  Are there vendors with products to do this 
intergrated with Remedy?  Where would I find those vendors?

5 years ago I worked with a telephony package from Dialogic (?) that
consisted of a 2-channel phone card and software API to control the
card.  The API was pretty simple - play wav file to line, record from
line, send DTMF tones to line, receive DTMF tones from line.  I think we
purchased the whole package for ~$350.  We ended up extending it to take
coin orders over the phone, access PIN-secured accounts, ... - the sky
is the limit!  Someone else owns the code now but I'm sure I could slap
together a quick proof-of-concept in a weekend if there was sufficient
interest...

I played with voice messages but wasn't impressed.  Configuration

after I find a safe spot to stop instead of getting a voice message that
I would need to call the system back to get the message repeated.
