You can tell it where to get the file in the provisioning rules or have it call a cgi script that generates the file on the fly. The file can even be encrypted with a standard AES 256bit cipher key that you have pre-shared with the device. You do not need the Sipura tool to generate these files. You can build a simple php or perl app to generate the file since its just text with XML like tags.
