Design Approvals Procedures Manual (DAPM) Mike Burns has concluded a contract under the Airworthiness Development Program to draft and have approved by CASA a Design Approvals Procedures Manual (DAPM). This is Issue 3 of the DAPM dated December 2014 and is endorsed by CASA for immediate use and has been approved by the GFA Board. When a non-standard modification, repair or replacement part is introduced to a certified sailplane or powered sailplane, (operated under GFA) the Certificate of Airworthiness will be invalidated, but can be re-instated provided that the non-standard modification or repair has been Design Approved. The DAPM outlines the procedures that enable (under CASA REG21.M) an Authorised Person to provide Design Approval thereby revalidating the sailplane's or powered sailplane's original Certificate of Airworthiness. See the DAPM on the GFA web page under Docs/Forms to see what is involved. However, this is a guide to the Engineers more than to you the member. An Applicant, seeking Design Approval for a project, will start by completing GFA Form AIRW_F009 and submitting it to the GFA CAD for registration . Maintenance persons may also apply for repair approvals to enable major repairs. The application should be made after informal investigation of the project proposal with either the CAD, CTO or a 21.M AP to ensure that there is no pre-existing work that could be utilised and that what is proposed, is feasible, with no obvious adverse influences on airworthiness or safety. Where possible, consultation with the original sailplane manufacturer is appropriate. NOTE: It is not expected that the Applicant will have fully detailed engineering data available at the application stage, that will be developed by the Applicant and the allocated 21.M AP as the design approval is processed. Work performed by the 21.M AP will typically be paid for by the person requesting the Design Approval. Note that if you proceed with a significant modification it does invalidate the CoA. Please discuss. We may be able to issue you an Experimental Certificate to enable you to experiment if you wish to take the risk. Cant see any significant differences between Warwick and Lake Keepit which would justify different requirements for each site. Personally, its the second one which causes me a problem because, although I have done a number of 300km plus flights, total time has not exceeded 5 hours, and I see little point in just hanging around for 5 hours to get a boy scout badge. We've done a couple of things to mitigate the European conditions; firstly we had a training week at Kentucky in NSW with very challenging conditions (see report on the website) and we have enlisted the help of a local German competition pilot to give the team advice on the local terrain and conditions. In addition we have Alex Wallis with us who has some expertise in weather data interpretation (He also speaks good German - so we may be lurking on the German Team's radio frequency). Allowing the pilots to concentrate on flying and not being distracted by other problems is a priority. It's hard enough to fly in a World Comps without any unwanted distractions. I hope to have daily updates on the Website and Blog as in the past. Harry et al, I've provided an update to my Flarm report on my Vinon pre-worlds website. See the update at http://www.users.on.net/~mwilson/vinon2005/index.html#reports In answer to your specific questions below: The distance to the threat is not visually displayed (only the direction), however the audio tones change with the urgency of the threat. The unit I used was a slim unit that I attached to the top of the instrument panel with Velcro. It is small enough to not significantly block forward vision. There is also an auxiliary display available if you prefer to have the Flarm unit remote and just the small display somewhere in the pilots view. The unit has a small antenna that I attached in the nose with Velcro (the glider's nose, not mine). Then all that is needed is 12V power, I used a RJ45 double adapter to steal the power from one of my Volksloggers. It would only be a few minutes to move the system between gliders. As I've said in my report, I am a strong supporter of the unit and encourage a trial of its use in Australian competitions. I'm not sure if Flarm, ADS-B, or a combination of both should be the long term solution in Australia, however there is definitely potential to reduce the number of mid-air collisions. The one at Horsham appeared to be caused when a glider approaching a few gliders thermalling collided with another glider turning between him and the small gaggle. If my summary is correct then there is a good chance this would also be avoided with help from Flarm, but this incident is not so certain. The third case involving the tragic death of the young woman tug pilot would almost certainly been avoided if the 2 gliders and tug had been Flarm equipped. The destruction of 4 gliders and the tug in these three accidents represented a capital loss of $300,000 and how much value can we place on the 3 lives lost? $300,000 represents the capital cost of fitting Flarm units to most of our gliders and tugs at risk. I am sure insurance premiums would go down if we could convince insurers that our risk profile had been reduced so that it would not be unrealistic to assume a recoupment of some of the costs over time. Interestingly, most mid airs in Australia have not occurred at times of high traffic density and it appears that Flarm would be particularly effective in warning pilots of unobserved gliders in these circumstances. We make parachutes mandatory in competitions but only half of pilots in disabled gliders are able to deploy them in time. Below 3,000 ft. your chances are much worse and they improve above that height. The cost of a pararchute which only gives you a 50% chance is over $2,000 and there are repacking costs each year. Much better to avoid the accident in the first place. Approximately 10 % of our pilots who have flown multi class nationals from Horsham till now have had a mid air accident. I was hoping your overseas experience would result in a strong reccommendation to implement the Flarm system in Australia but understand you can only call it as you see it. The problems you mentioned such as being able to adjust sound levels would be easy of solution. If the units are easily upgradeable by having the software on a PROM or whatever then there does not appear to be any reason

Edward Kennedy, D-Massachusetts, may be one of the most recognizable politicians in the world, but that didn't stop some airport screeners from treating him as a potential security risk. At a Senate Judiciary Committee hearing on border security Thursday, Kennedy revealed that he was held up at Boston's Logan International Airport several times -- starting in March -- after his name somehow was placed on a security watch list. During the first incident, Kennedy said someone at the US Airways ticket counter refused to take his Visa credit card and said he couldn't fly to Washington. I said I've been getting on this plane for 42 years, Kennedy said to laughter. Why can't I get on the plane back to Washington? I'm afraid that's confidential information he was told. A spokesman at the Department of Homeland Security said Kennedy was pulled aside and put through secondary screening before being allowed to fly. The spokesman said the senator was put through secondary screening because there was a name likeness to somebody who was of concern. The same scenario played out two more times before Kennedy's staff finally called DHS officials, according to Kennedy's office. They promised that steps would be taken to take him off the list, Smith said. But the same mistake occurred a few more times, Smith said, and Homeland Security Secretary Tom Ridge called to apologize that the situation had not been rectified. Smith said the senator mentioned his experience at Thursday's hearing to Undersecretary of Homeland Security Asa Hutchinson because the lawmaker wants to make sure innocent Americans are not being unfairly treated by new security measures. A DHS spokesman stressed that Kennedy's name is not, and has never been, on a no-fly list. The spokesman said Kennedy was pulled aside for secondary screening because he was identified through CAPPS (Computer Assisted Passenger Pre-Screening System) criteria. Hi Guys As an optometrist I feel I have to comment on a few urban myths that have crept into an otherwise very accurate discussion. WRT Depth of field; The eye has a clever mechanism called the accommodation reflex. If you look at a close object the lens of the eye is adjusted to improve the focus, and at the same time the eyes converge (so that you dont get double vision) and the pupil constricts. The eye does this to improve the depth of field and to improve the focus. This reflex is hard wired into the brain. It still occurs in people using a bifocal. WRT Pterigium The risk factors are; Dust, Dryness, and UV light. So wear a hat, and sunglasses and if you get dust in your eye rinse it out. I do not recall seeing anything suggesting that eye colour is a risk factor. If you blue eyed people want something to worry about you should worry about Age Related Macular Degeneration (especially if you smoke). WRT Astigmatism I have not found it to increase with age. However it may appear so. The brain is very good at resolving blur, particularly the brains of younger people. A 15 year old with astigmatism may not perceive blur. However a 45 year old may notice the blur and prefer to use a correction. But the underlying amount of astigmatism hasnt changed. WRT Infinity We are taught that as far as the eye is concerned anything beyond 6m is at infinity. (Of course there is a theoretical difference between 6m and infinity, but in practice it is not significant.) Thats why all of the testing is done at 3m, with a mirror to double the distance. It is certainly worth telling your optometrist that you need good vision at infinity to make sure you get the best lens possible. There is a certain amount of art and judgement to prescribing which is not always apparent. Given more information your optometrist is more likely to give you a lens you are happy with. One point not raised, is that for the 7% of males who are colour blind, a brown or tan tint can often be an advantage. Finally tints are very personal. What works for one person may not work for someone else. It really is trial and error. The same is true of bifocals or progressive lenses. This mode involved a flatter attitude and slower rate of descent, but also a delayed recovery (i.e. it took more than 1 full turn after the initiation of recovery before the recovery took effect) if the aircraft was held in a developed spin beyond the stage of established autorotation. In other words - while recovery still happens, it takes longer to begin if the spinning certification requirements are exceeded. My own club has adopted the practice of avoiding rearward CG positions approaching the limit, by use of the ballast bars provided with the aircraft - particularly if intentional spinning is contemplated.
