My thanks to Hermano and others who helped with my request. The consensus is the nearly illegible entry reads "pais incognitos" which means "parents unknown." I also think that it says pais incognito. My grandmother's application said the same thing. I was told that her "parents" who raised her were foster or adoptive parents and that she was an illigitimate child.
