As to CCA, being down.. There's something I scrapped together for some 
future use in tombo.pt, but haven't had the time to integrate it anywhere:

And specifically regarding the CCA:

You can check if it's down for only you or it seems global. It also tells 
you when the monitors detected the site going down.. In this case it seems 
that the CCA was down for 1h, after being up for 1344h (that's 56 days, or 
uninterrupted since July 10th).

computer.

Tombo.pt is a portal or a table of contents to the CCA. It's a finding aid
for the CCA site. Once you navigate and locate your record, you will click
on a link that will take you directly to the CCA site. That's different.
I'm sure Tombo.pt could be programmed to have a window pop up that says
"You are leaving Tombo.pt and going to the CCA. Are you sure?" but that is
just an extra step. However, it may help people learn the difference
