ZFS on Linux is quite mature and is included with Ubuntu Server and Desktop

My BackupsPC/ZFS/Ubuntu Server combo has been working as expected for
almost 6 years.

Could it be someone's responsibility to fire the machine up at a specific
time on a specific day each week, for at least a couple of hours? The thing
is, a rarely-on machine presents other challenges, not least of which is
the difficulty of keeping the OS and apps updated. Making sure those things
are done would also provide an opportunity for backuppc to do its work.

My guess is it's the out-of-date rsync that ships with macOS, and I think
there may be other oddities with the macOS version. The version I built
from source is 3.1.3 and it seems to work fine. I have it in /usr/local/bin
which is earlier in $PATH than /usr/bin.

'Full Disk Access' or similar? This is necessary for recent versions of
macOS (since Catalina I believe).

stable release locally? In the past macOS's rsync has been quite out of
date.

Is there any reason not to choose ZFS? Even without redundancy, you'll at
least know if it's corrupted.

I've been using ZFS for storage on Ubuntu Server for several years now.
Among other things, the server runs two BackupPC 4 instances in LXC
containers. One backs up local machines, the other backs up cloud servers.
I haven't run into any serious problems. My use case is on a much smaller
scale than yours in terms of storage and number of hosts, but the backups
in both BPC instances include large numbers of small files. IMO the fact
that ZFS has no limit on inodes is one of the attributes that makes is a
good choice, aside from the obvious (reliability and scale).

Did you stop BackupPC before attempting the command? I believe that's
required for most, if not all, command-line operations.

BackupPC_nightly will run all the nightly tasks. If your goal is a more
aggressive cleanup than usual, you'll need to adjust your nightly cleanup
configuration before stopping BackupPC and running the command.

Check the usage for BackupPC_nightly to find out if you can tell it to skip
updating ref counts.

BackupPC does not support bare metal restore.

If you're replacing a working hard drive, some kind of disk imaging tool is
the way to go, e.g. Clonezilla Live or Macrium Reflect. If you're replacing
a failed hard drive, this will only work if you already have a recent disk
image, which you could then use in combination with an up to date BackupPC
backup (restore the disk image, then update the data from BackupPC).

Are you using tar via SMB for macOS hosts? Any reason not to use rsync?

My conjecture is that whatever runs on the host to cooperate with BackupPC
needs Full Disk Access, but I don't know what that would mean for tar/SMB
on macOS. It's not clear to me that anything is launched on the host during
such a backup, so maybe it's the SMB client that needs Full Disk Access.

Is the chroot error occurring on the BackupPC machine, or on the macOS host?

When the real BackupPC experts chime in, they typically ask for logs or log
extracts to help with diagnosis, so this might be a good time to post an
example showing the failure, perhaps with extra logging .

Your TL;DR: for ashift refers to ZFS record size, but ashift determines
block size (smallest I/O, with 12 meaning 4096 bytes to match common modern
hard drive sector size), not record size.

I'm letting ZFS do the compression (using the default of LZ4) with BackupPC
handling deduplication. I think you'll find a reasonable consensus that ZFS
compression is always a win for storage space (it will store
un-compressible data unmodified), whereas ZFS deduplication is best avoided
in most cases, mostly due to its high memory usage. It's possible that
BackupPC compression would be tighter than LZ4, but I'm not short of
storage space for BackupPC so I haven't compared the two. One frequently
overlooked benefit of enabling ZFS compression is that, when enabled,
regardless of scheme, it leaves all-zero blocks unallocated.

does call them hosts. rsync supports compressed transfers but that's not
the scheme used for storage by BackupPC.

4. You may be thinking of the tasks that check for unreferenced files and
recalculate the total pool size, which can both be split over multiple
nightly runs.

I think this is correct, but there are other experts who might chime in to
correct me.

1. Migration will not result in compression of existing backups. It just
allows V4 to consume the V3 pool.

2. After compression is turned on, newly backed up files will be
compressed. Existing backups will remain as they were.

3. Host resources are always used for compression, either because BackupPC
is doing the work, or because the filesystem does it natively. My BackupPC
pools are on ZFS with LZ4 compression enabled and BackupPC compression
disabled.

4. The closest thing would be using rsync with --ignore-times for full
backups, which isn't quite the same thing, or having the filesystem do it
(e.g. ZFS scrub).

That's actually a slightly different error (io.c(1556) instead of
io.c(629)). It's possible that browsing the source code of io.c would offer
a clue, but it's a pretty generic error, so it's probably time to enable
verbose logging on both ends and do some proper debugging. I'd do that by
running rsync at the command-line.

The public key you need to copy is the one for the backuppc user, not the
root user, because it's the backuppc user that's going to be making the
connection (yes, you will add it to the root user's authorized_keys on the
client, because bacuppc will sign into the client as root).

Your initial error report shows this:
*/usr/bin/ssh-copy-id: INFO: Source of key(s) to be installed:
"/var/lib/backuppc/.ssh/id_rsa.pub"*

This shows that it's trying to copy the key from the correct place. On my
BPC4 install, /var/lib/backuppc is symlinked to /srv/backuppc, which is why
I asked if you were working in that folder, i.e. did you 'cd /srv/backuppc'
(or 'cd /var/lib/backuppc')?
