For the question about shortcuts (sorry, I should have posted 2
separate questions) here is the answer.
BBEdit → Preferences → Menus → Menu key equivalents and item
visibility:
  → Markup → Tidy → Reflow Document… → Set Key…

Does BBEdit still change the reg; to ® if the encoding on the document is set 
to a character set that does not support ®?
I don't know but I will check.

To solve the substitution of ® for reg; I will just wait until I have
finished editing all of the HTML files and then do a find/replace.

How can I prevent BBEdit from changing all of my reg; to ® when I use
Tidy to Reflow Document?

Also, is there way to create a shortcut key to the Reflow Document
submenu in BBEdit?

Sorry, that is what I thought that I said.  I want to use reg; and
not the r with a circle around it and not the other way around. It
is BBEdit that changes it to the r with a circle around it.

You should be able to  create shortcuts to submenus in the Menus pane
of BBEdit's preferences.

My error in typing. I left out some words (corrections in upper 
case). It should have read If it is US-ASCII then this is an error 
since the character is not a valid character in that character set so 
the reg; entry must be used BY BBEDIT AND TIDY. IOW: BBEdit and 
Tidy should be using the encoded characters due to the Charset being 
defined.

Why do you want to use these entities like reg; at all?  They are as 
obsolete as the legacy character sets they were designed to 
circumvent and cause problems  all over the web, especially for sites 
in languages other than English.


Dump the daft charsets and dump the useless entities and create your 
documents using only UTF-8.  All these things should have been 
outlawed ten years ago and we still have people nattering on about 
iso-8859-1, when almost always they actually mean windows-1252 etc. 
etc.  Unicode is designed to do away with this Tower of Babel.  Use 
it.
