Mike Yes, of course Catalyst supports plack/psgi, but it is a persistent environment like Apache mod_perl or fastcgi and I doubt it would be offered in a shared hosting server. If you use a VPS, plack/psgi is the recommended solution. use DigitalOcean about $5 a month. you get everything you need. I am running Dancer2 in DigitalOcean, runs great.
