They certainly do. They are somewhat conical sloping from the wider base to the top. There is a depression in the top and the ones I have seen also have channels in them at the top presumably to drain water away. Al, the ones that I used had 4 screws that you fastened the cleat to the post. There are 4 corners that stick down about an inch with a point at each end. This just sits on the concrete slab, block etc. The fact that it held the 4x4s above theconcrete there is no wicking. Also there is a large cutout that will allow any moisture to dry.
