Matt:  This sounds suspiciously like a cigar cutter to me, but hey, if it cuts 
hoses and you don't smoke cigars, then it's your hose cutter.

I believe he's right.  It definitely sounds like it's a cigar cutter.
Better cigars are sold without a hole in the end that you put into your
mouth, so you use that device to clip off a small amount from the end.

Well, I hope that's what it is, I just gave it away to someone who said that 
they knew a cigar smoker.  If not, then his friends will look at him funny.
Thanks to those who answered this.
I really had no clue, but I would have found some use for it.
I sat and clipped a straw to pieces with it, just messing with it, but it might 
as well be of use.
