Many folks tried add on gauge pointer type devices, most optical.
you looked for a change in reflected light from a presumably shiny pointer.
again results are inconsistant.  Getting the mechanical mounting system 
built to the gauge is the hard part.  The electronics could be pretty simple
with just an infrared LED and phototransistor feeding something not much more
sophisticated than a light probe.

You can try this is you have an Active' light probe by moving it over the
gauge's surface and see if you get a sharp change in pitch near the pointer.
Often reflections from the gauge's surface mess you up.

Any time you try such mechanical modification of gauges, consider
they may be sacrificed, often the pointers are much too 
sensative and delicate for blind haptors, or haptors of any sort of course.

Anything that measures pressure or fluids/gasses etc. you may well
break the seals and cause leaks and gauge distruction.

It can work, but be aware of the risks.

Been their, done that
Depending on your dial indicator and the resolution you need to achieve you
may find yourself needing to extend the pointer, increase the diameter of
the face and then add the tactile marks to reflect the indicated reading.
I had an old school tool and die maker friend do mine.
It lives in a custom fitted foam lined metal box and only comes out for race
motors.

glass or plastic lens and having a sighted person put tactile marks where
you needed them..  I havenent tried it on my dial indicator, but am planning

There was a device that placed a pointer over the surface of the glass and 
an electronic circuit not unlike a metal detector would indicate when the 
outside pointer was aligned with the pointer behind the glass.  I don't 
remember who developed it.  It was either Tim Cranmer or Bob Gunderson.  I 
don't know if they are still available.

I'm thinking two long wires about 1/2 inch different in length.
expose a 1/8 of the wire out of the insulation.
Feed them down and when they touch...
You could use something like a liquid level indicator with those wires 
alligator clipped to the leads to make a beeping.
But is oil conductive?

Quite interesting, I just spoke to an engineer at the company to see if this 
thing could be made to talk. He will talk to the other people to see how 
difficult it would be. Now he gave me a quick way for the blind community to be 
able to check the level. All you would need is to get another clear cap that 
goes over the fuel gauge. Have someone cut part of it down and make notches 
where the 3/4 1/2 and 1/4 levels. Then to check unscrew the cap that is on and 
replace with the modified cap then you can feel the plunger and the marks of 
the fuel level. then replace the regular cap.
He told me that if he had to do that it would be a cheap and easy solution. 
Ideally the fuel sensor upstairs would work best.

Tom, the unit that they have could not be converted to speech. It shows lines 
and will beep when the tank gets low. They are talking about a unit that will 
estimate gallons. That one might be adaptable.

Is oil conductive?

No.  That's why they can use oil to fill transformers and capacitors. 
Granted, that's a different kind of oil, but in general the hydrocarbons 
that make up oil, kerosene and gasoline are not conductors of electricity.
