Follow-up Comment #1, bug #39217 (project grub):

This also applies to grub-set-default.

Also, using ** as the submenu separator is problematic, as you have to quote
it or escape it with a backslash to prevent the shell from interpreting it as
a redirection.  Any documentation update should clearly mention that quoting
is required.

Ideally, it should be *:* or *.* or something else that doesn't require
quoting.

Details:

Please add a sentence in the grub-reboot --help output and manual page
mentioning that rebooting submenu items requires a special syntax, something
like this:

ENTRY is a number or a menu item title. Please note that menu items in
submenus or sub-submenus require specifying the submenu titles and then the
menu item title. The titles should be separated using the greater-than
character () with no extra spaces. More information about this is available
in the GRUB Manual in the section about the 'default' command.
