I have updated Ubuntu on notebooks a couple of times from one LTS release to 
the next. This works well (and is tested) for those packages that are part of 
the old release, but it does not necessarily work well for packages outside the 
distribution.
apt-mark showmanual
should show those manually installed packages on Ubuntu.

(With Arch Linux or Manjaro you can use 
pacman -Qe 
instead. In case of Fedora, 
dnf history userinstalled 
should produce a list. In CentOS 7,
yum history addon-info
may be a start.)

Obviously you'll have to keep an eye on those extra packages. They will not 
necessarily be upgraded, and they may even prevent the upgrade from one LTS to 
the next. 
When taking this into account, upgrades of LTS versions have worked for me.

Dear Boaz
I'm replying to the bulletin, for others to also benefit from the
conversation.
I was hoping for more (positive) replies and decided I will not upgrade it
for now. I will wait for the 22 or 24 LTS release and then very likely buy
a new SSD for a clean installation, keeping the current set-up intact on
the old drive.

I have been running 20.04 for quite some time now without any issues.  In
my experience, performing in-place upgrades from a previous version (eg:
14.04 to 16.04, 16.04 to 18.04) caused some issues and I usually ended up
having to wipe the system and perform fresh installs, but your mileage may
vary.  My standard operating procedure is to backup your home directory and
any important files and perform a fresh install.

The rolling release distributions like Arch and Manjaro avoid the issues of
having to perform upgrades across major versions, but always running the
"latest" packages may sometimes cause issues.  However, I haven't found
this in my usage of them over the past 4 or 5 years.
