I've had pretty good experience with the Apache Jakarta project's jmeter,
http://jakarta.apache.org/jmeter/. When combined with an app like badBoy
(http://www.badboy.com.au/), which can write the test cases XML for you, its a
very powerful testing tool.

I've had good luck with OpenSTA. Its free and runs on Windows. You can
get it from opensta.org.

I'll second this - works well, easy to learn and free.

The issue (for ALL tools like this) is the infrastructure - you need enough
client horsepower to really stress your site. Solo Windows workstations
tend to be too limited (in allowable connections, resource management, etc)
to really put up much of a fight.

For example I think that Windows XP is limited to 10 concurrent connections
- not enough to really stress a big box.

To really test things out you should run multiple clients each mimicking
multiple clients - if you have a spare big box you can use virtualization
software to do this.

LoadRunner is good but expensive. Proper testing with it takes
someone who really knows it well.

Apache JMeter runs well in Windows and basics can be learned in half
day. It's free and usually is my first choise. It uses rather unique
terminology in my opinion, though. What it lacks is reporting that
would be suitable for business people so it's more geared towards
developers. It can be used to test wide variety of targets and quite
extensive testing scripts can be created without actual programming.

I used NeoLoad in one project couple of months ago and liked it as
well. Somehow I get feeling that it's based on JMeter but has easier
interface and better reporting. It's not too expensive so why not
check it out.

This info is from a few years back, but Mercury Interactive's Load Runner
was pretty good...we used that at one of my old jobs pretty extensively to
tweak some efficiency out of our site.

Your load testing can run on any platform; it doesn't matter that the
servers to be tested run on Windows.

Segue SilkPerformer and Mercury LoadRunner are both very good (and very
expensive) tools. On the free side, I like OpenSTA, which does run on
Windows.
