The problem is prevalent.  When it happened at 28th and Maryland at 4 a.m., 
I called Salem Reiner at JHU and he called the company to stop it.  So the 
best thing to do is to locate the person or company paying the bill for 
dumpster pickup at that location and approach them with the request to contact 
the company to come after 7 am.

There is a City ordinance prohibiting dumpster pickup in residential areas 
but I am not sure of the hours.  The city ordinances and laws are online at 
www.baltimorecity.gov.

My trash on Maryland Avenue has gotten picked up at 6:30 a.m. by City 
Crews.

Email or Call 311 and report the violation of the City Ordinance with the 
details that you were able to collect from your photo and give them the 
address of the property on which the dumpster was located. The property owner 
is 
responsible also.

The person calling or emailing a complaint to 311 should cite the citations 
you have located and request the issuance of one or more of the citations 
listed in the enforcement provisions listed below.  

§ 7-229. Enforcement by citation.
(a) In general. In addition to any other civil or criminal remedy or 
enforcement procedure, this subtitle may be
enforced by issuance of:
(1) an environmental citation under City Code Article 1, Subtitle 40 
{Environmental Control Board}; or
(2) a civil citation under City Code Article 1, Subtitle 41 {Civil 
Citations}. 
(b) Process not exclusive.
The issuance of a citation to enforce this subtitle does not preclude 
pursuing any other civil or
criminal remedy or enforcement action authorized by law.

§ 7-230. Penalties: $500/day.
(a) In general.
Any person who violates any provision of this subtitle or of any rule or 
regulation adopted under this subtitle is guilty of a misdemeanor and, on

separate offense.
