I totally agree with you Haydee. Unfortunately Councilwoman Ramos who used
to reply immediately to any request before she was elected has not been
doing so anymore ….

where fingerprints could possibly identify the culprits. Since there seems
to be no fear of getting caught there is a huge uptick in these thefts. The
cost to the car owner is over $1000.

Signs like yours are illegal if placed on poles, trees, vacant houses, etc., 
unless you have permission of the owner.  If you want more clarification, 
please contact 
Ms. Dale Thompson.  The fines for placing shuch signs can be $200/per sign per

Council approves city signs measure
Bill raises fines, allows removal

Businesses caught placing signs on telephone poles and along street medians in 
Baltimore would face not only stiffer penalties but also the wrath of community 
groups incensed over the practice, under a proposal approved by the City 
Council yesterday.

The ordinance - the latest intended to increase the quality of life in city 
neighborhoods - doubles the penalty for posting illegal signs to $200 and 
directs half of the revenue collected from those fines to the neighborhood 
groups who organize efforts to rip them down.

"This puts citizens into the effort," said City Councilwoman Mary Pat Clarke, 
who authored the legislation. "We're already taking the signs down. Let's 
reward those who have to suffer the insult."

Neighborhood leaders throughout the city and beyond have registered complaints 
about the "Work from home" and "We buy homes" signs that have proliferated 
public spaces, blocking sight lines at busy intersections and cluttering up 
green spaces along public rights of way.

The council approved the measure unanimously, with one abstention, from 
Councilwoman Belinda Conaway. A city spokesman said Mayor Martin O'Malley would 
sign the legislation.

Illegal signs have become an issue in communities across the country, as city 
and state governments have looked at stepping up penalties.

The Baltimore County Council approved legislation last night that would 
authorize residents to remove illegal signs, expanding that power beyond 
certain county employees. The council also set a civil fine of $500 for the 
posting of illegal signs on public property.

For Baltimore City, Clarke introduced the measure last year but said momentum 
has grown in the past several months as the number of signs increased with the 
warmer weather. The ordinance also would specifically allow residents to remove 
the signs.

The monetary impact of the measure will be small for the city and the 
designated neighborhood groups expected to receive the revenue collected from 
penalties.

In the past three years, the city collected $5,700 in fines associated with 
illegal signs, according to the city Finance Department. Another $139,000 
remains unpaid.

Still, the signs have drawn attention from neighborhood groups. Last month, 
residents of Charles Village, Waverly, Guilford and Ednor Gardens organized an 
event to tear down illegal signs. Some neighborhood leaders say the 
advertisements make it appear as though their community is declining.

"They need to come down, and they need to be stopped," said Beth Bullamore, 
president of the Charles Village Civic Association, which took part in the 
event last month. "We're all just tired of seeing these signs everywhere. They 
look tacky."

The sign ban is the second piece of legislation passed by city officials this 
year aimed at cutting down paper in neighborhoods.

discussion that we can easily provide a roll-off container (or multiple 
containers) for communities wishing to organize and execute their own clean up. 
 Interested residents can request a dumpster through their community 
association leadership and/or via my office.  Containers must be scheduled and 
the summer months are the busiest for clean-ups but we can usually accommodate 
most Saturday clean ups if planned in advance.

I understand that the "Deep Clean" program did take place in the specific areas 
where it was designated to occur, and, that it was a huge success, in those 
areas.  I also understand that although residents in the 2600 block of Guilford 
and Calvert received notices in error, the city did commit to come through and 
pick all trash that was left in the alleys.  The City did in fact roll through 
and pick up everything that had been left in the alleys.  Personally, I like 
the idea of the deep clean, and would like to see it replicated throughout 
Charles Village and the city.  I have quite a few "donations" in my basement 
that I would love to donate to the cause!  I applaud the Mayor's vision and 
effort on this.  Sure, there was an "over notification" issue but I really 
respect the City for admitting the mistake and correcting it.

  In Baltimore City, you are required to cleanup after your dog anytime it 
poops in a public place or on another's property. Failure to do so not only 
leaves an unsightly and unhygienic mess for someone else to clean up or step 
in, but will also increase harmful bacteria levels in our nearby streams and 
waterways.  In Baltimore City, this pollution finds its way to the Patapsco 
River and the Chesapeake Bay.

In addition to these already good reasons for cleaning up after your pet, 
not cleaning up is punishable by a fine of up to $100.


Q. Why should I pick up after my dog when other animals (squirrels, birds, 
etc.) already use the "great outdoors" as their bathroom?

A. The poop from the large number of dogs in our neighborhood cannot be 
adequately or naturally absorbed into the environment. This is not the case for 
the birds and squirrels that call Baltimore City their home. Large, unnatural 
numbers of any animal in a small area can cause this problem -- not just dogs. 
Rural streams that are home to an unnaturally large number of deer have been 
found to have a high fecal coliform (a bacteria found in feces) level until the 
deer population is brought under control.

Q. Doesn't dog poop make good fertilizer?

A. Dog poop contains bacteria from your dog's digestive system that can be 
passed along to plants. Although dog and cat manure both contain organic 
nutrients useful to plants, neither is safe to use in soil containing food 
crops. Both contain parasitic pathogens that are harmful to human health. Dog 
manure can contain the eggs of Toxocara canis (the common large roundworm), 
which can also infect humans. It's estimated that 90% of young puppies are 
infected with this worm-many are born infected-and up to 50% of all adult dogs. 
The eggs can be transferred to the human mouth by a person's fingers or from 
foods that have been in contact with dog feces. Toxocara eggs can remain viable 
in the soil for up to 10 years depending on environmental conditions. Because 
no information is known on the effects hot composting has on Toxocara eggs, it 
also unsafe to add dog manure to compost heaps intended for food crops. If you 
have a dog feces problem in your garden, remove the feces and take care to use 
good hygiene practices (thoroughly washing hands and vegetables) to avoid 
possible contamination.  A person can become ill by eating fruits or vegetables 
from a plant "fertilized" with dog poop. Don't use your dog's poop as 
fertilizer!

Q. What about the manure I buy at the hardware store? Doesn't this come 
from farm animals?

A. Yes, the garden fertilizer manure does come from other animals. However, 
these animals have a vegetarian diet and so do not have the harmful bacteria 
and worms in their digestive system that carnivorous animals, such as dogs, can 
have. Additionally, most store bought manure has been composted or processed in 
some other way to make it safer and easier to use as a fertilizer.

Q. Why is dog poop bad for streams?

A. There are two reasons. First, the bacteria in dog poop can cause serious 
diseases in humans, including cholera and dysentery, if contaminated water 
comes in contact with an open wound or is ingested. Second, bacteria requires 
oxygen in order to live and, as a result, will reduce the amount of oxygen in 
the water that is available for fish. Many species of fish cannot survive in 
streams that have reduced oxygen levels. 

Q. Why is dog poop bad for the Patapsco River and the Chesapeake Bay? 

A. Slower moving water, such as that found in the Patapsco River and the 
Chesapeake Bay, is susceptible to "algae blooms" responsible for large-scale 
fish kills. When it rains, fertilizer, dog poop and other nutrient rich 
material gets carried into the river and the Chesapeake Bay. This sudden, 
unnatural surge of nutrients causes a rapid explosion of the algae population, 
called a "bloom". The bloom, which is near the water's surface, blocks sunlight 
that is needed by other aquatic life. Additionally, when the bloom can no 
longer be sustained, it decays in an environmentally cataclysmic event that 
sucks all of the oxygen out of the water, suffocating and killing any fish that 
live there.

Q. I don't walk my dog near a stream. How does my dog's poop get there? 

A. Streams in Baltimore City are fed by storm drains. The system of storm 
drains and underground pipes is, essentially, the replacement for the smaller 
streams that existed in your neighborhood before your neighborhood was built. 
When it rains, poop and other pollutants (litter, oil, etc.) are carried into 
the storm drains, through pipes, into nearby streams.

They would arrive on Wednesday March 3rd, 2007 and leave on Friday March 
9th.

This might be of interest to us all... Home prices went up about 30% from 2003 
to 2004 and in 2005 they've leveled off - note they haven't lost a lot of 
ground, and still creeped up about 1% from 2005 to 2006 - some good news. You 
can compare how we're faring to other similar neighborhoods as well.

A reminder from the Department of Public Works.

This past weekend in Baltimore brought lots of rain and wind, the perfect 
combination to drop

leaves from your neighborhood trees. Many citizens were busy raking, vacuuming 
and bagging.

Disposal? We make it as easy as 1-2-3!

1. Bagged leaves are collected for recycling on the 2nd trash day of each week 
from now through

January 27, 2007.

2. Citizens may drop off their bagged leaves, Monday through Saturday, from 9 
a.m. to 5 p.m. at

three locations: the Solid Waste yards at 6101 Bowleys Lane, 2840 Sisson Street 
and 701

Reedbird Avenue.

3. DPW has Sunday leaf collection in the heavily wooded communities from 
November 12, 2006

through January 14, 2007. Leaves will not be collected on Sunday, December 24th 
or New

Year's Eve.

Please do not rake your leaves into the street and please remember that leaves 
left in the street

may block storm drains. Collected leaves are recycled as mulch and used in 
community parks

and gardens.

Subject: Broom's Bloom Dairy Barns have burned down


To all our customers, 

This morning Kate and David Dallam, owners of Broom's Bloom Dairy, lost both 
their barns and over half of their dairy cows that were in the barn to be 
milked. Kate is very calm because David was in the barn and wasn't hurt, and 
that they are insured for everything. The remaining herd are being taken to a 
neighboring dairy farm where they will stay and be milked on a regular basis 
til a new barn can be built. I haven't been there, the traffic getting there is 
bumper to bumper and the fields are full of vehicles of those people who did 
go. The barn went up like a match, very quickly. The fire company was able to 
save the silos, I believe. If you are wanting to do anything for Kate and 
David, please patronize Broom's Bloom Dairy store or the stand at the Waverly 
Market. Kate and David will still need to make a living during this time. 

Update:
 
Worley just called, the fire took the lives of 9 cows that were in the barn 
waiting to be milked. David was able to get the rest of them out. The Dairy 
Cooperative is helping David and Kate to get their old barn at the Homelands 
Farm up and running so they can milk there. The Homelands Farm is where they 
started milking until about 10 years ago when they built the Broom's Bloom 
Barns. The dairy cows have been taken to a neighboring farm so they can be 
milked tonight. The local farming community has really come together to help 
Kate and David.

Dear Community Leader:

The Baltimore Police Department and the Baltimore City Fraternal Order of 
Police Lodge 3 Memorial Board are asking citizens to join us in supporting 
Project Blue Light to honor fallen officers during the holiday season.

Mrs. Dolly Craig, the surviving mother-in-law of Philadelphia (PA) police 
officer Daniel Gleason, first conceived Project Blue Light in 1986. In a 
Christmas letter to the non-profit organization Concerns of Police Survivors 
(COPS), she stated she was putting a blue light in her window in remembrance 
of Officer Gleason. The idea caught on with the nearly 10,000 families who 
comprise the COPS organization and now blue lights are used in the holiday 
season throughout the country to remember the fallen officers and honor 
those who still serve to protect their communities.

Ms. Laurie Platt, Surviving Spouse of Sergeant John Platt and the President 
of Baltimore City Fraternal Order of Police Lodge 3 Memorial Board is 
spearheading Baltimore City's effort.

During the holidays, we are asking citizens to include at least one blue 
light in their holiday decorations.  Put blue lights in your window and/or 
tie blue ribbons onto your vehicle antennas in honor of law enforcement 
officers who have given their lives in the line of duty.  This is also to 
show support and appreciation to those officers who continue to put their 
lives on the line everyday.

A reminder from the Department of Public 
Works.
This past weekend in Baltimore brought lots of rain and wind, the 
perfect combination to drop
leaves from your neighborhood trees. Many citizens were busy 
raking, vacuuming and bagging.
Disposal? We make it 
as easy as 1-2-3!
1. Bagged leaves are 
collected for recycling on the 2nd trash day of each week from now through
January 27, 2007.
2. Citizens may drop off 
their bagged leaves, Monday through Saturday, from 9 a.m. to 5 p.m. at
three locations: the Solid Waste yards at 6101 Bowleys Lane, 2840 
Sisson Street and 701
Reedbird Avenue.
3. DPW has Sunday leaf 
collection in the heavily wooded communities from November 12, 2006
through January 14, 2007. Leaves will not be collected on Sunday, 
December 24th or New
Year’s Eve.
Please do not rake your leaves into the street and please remember 
that leaves left in the street
may block storm drains. Collected leaves are recycled as mulch and 
used in community parks
and gardens.
Don’t forget Baltimore - “America Recycles Day” is Wednesday November 15, 2006. The
Department of Public Works encourages all Baltimore residents to 
join in on the celebration by

The campaign to make restaurants 
and bars in Baltimore smoke-free rages on. The Council 
President is on board, and recent conversations with other council-members show 
more and more leaning our way.
 
This Thursday, November 16th, we 
are holding a lobby day at City Hall. This is a chance for residents and 
advocates like you to ask your Baltimore City Council member to make all work 
and public places – including restaurants and bars – smoke-free.  

 
I hope you can join us for this 
lobby day. Together we can send a strong message that Baltimore is ready to join New 
York, Boston, Philadelphia, Washington, 
D.C., Minneapolis, Chicago and the many other cities that are 
already smoke-free.

I recently visited G. Krug's - the last true ironworks in the City - and the 
oldest!

Judy,

How ironic that you posted this.  I just stopped by there this morning to 
look for a range rack (which they did not carry).  I have found them to be 
very helpful - thought once you buy something, you cannot return it!  I did 
buy a used washer and dryer from them for $150 each - delivered!!  Still 
working after 5 years!!

Here's a new twist scammers 
are using to commit identity theft: the jury duty scam. Here's how it works: 
The scammer calls claiming to work for the local court and claims you've 
failed to report for jury duty. He tells you that a warrant has been issued for 
your arrest. The victim will often rightly claim they never received the 
jury duty notification. The scammer then asks the victim for confidential 
information for "verification" purposes. Specifically, the scammer asks 
for the victim's Social Security number, birth date, and sometimes even for 
credit card numbers and other private information — exactly what the scammer 
needs to commit identity theft. So far, this jury duty scam has been 
reported in Michigan, Ohio, Texas, Arizona, Illinois, Pennsylvania, Minnesota, 
Oregon and Washington state. It's easy to see why this works. The victim 
is clearly caught off guard, and is understandably upset at the prospect of a 
warrant being issued for his or her arrest. So, the victim is much less likely 
to be vigilant about protecting their confidential information. In 
reality, court workers will never call you to ask for social security numbers 
and other private information. In fact, most courts follow up via snail mail and 
rarely, if ever, call prospective jurors. Action: Never give out your 
Social Security number, credit card numbers or other personal confidential 
information when you receive a telephone call. This jury duty scam is 
the latest in a series of identity theft scams where scammers use the phone to 
try to get people to reveal their Social Security number, credit card numbers or 
other personal confidential information. It doesn't matter *why* they 
are calling — all the reasons are just different variants of the same scam. 
Protecting yourself is simple: Never give this info out when you receive

  Just a quick follow up to add that NSB is now serving breakfast, 
  too.  Simple and well priced breakfast sandwiches, french toast and the 
  like.  
  Thanks so much for getting the word out.  The feedback over the past 
  2 days they've been open is how warm and inviting the new site is.  Folks 
  are loving the warm donuts and danish early in the morning.  Breakfast 
  food runs about $3 on average.  The goal is to be an affordable local 
  spot.
   
  The bakery has been owned and operated  for the past 6 years by John 
  and Debbie Ruthke, who are forth generation of the original owner who started 
  the bakery on the avenue in 1921.  Most of the recipes are the same as 
  offered 85 years ago.

Baltimore police are searching for a man who they believe is 
responsible for a spree of brazen home invasions, armed robberies and 
carjackings that have occurred over the past two months targeting residents in 
North Baltimore neighborhoods.Armed with a handgun and wearing a mask or 
a do-rag to conceal his identity, the robber has typically accosted people in or 
near their homes at night, sometimes in inclement weather, and entered 
residences through unlocked doors, police said.In some cases, the man -- 
described by police and witnesses as shifting between polite and threatening -- 
has forced victims into their cars, ordered them to drive to nearby ATMs and 
withdraw cash, and then dropped them off in other city neighborhoods.In 
one of the more daring robberies, the man held four women at gunpoint for more 
than an hour inside their Guilford home last month. The occupants said he then 
forced one to walk in driving rain to a bank machine and a grocery store to get 
cash, while he threatened her roommates with a gun.The break-ins and 
bold stickups have set off a ripple of fear across neighborhoods such as 
Guilford, Charles 
Village and Ednor Gardens.A college professor who lives in Guilford 
said he was held up at gunpoint near his home, forced to take off his pants and 
then ordered to drive to a bank machine in Charles 
Village. After giving the robber more than $1,200 in cash, the victim said 
he was dropped off in Reservoir Hill about 11 p.m."It frightened the 
hell out of me," said Richard W. Bourne, 63, a law professor at the University 
of Baltimore. "I don't think he wants to hurt anybody, but he's playing with 
fire. He's going to kill somebody or he's going to get killed."Police 
have been busy responding to residents' concerns and are drawing up plans to 
catch the man, which they declined to discuss yesterday.Maj. Michael 
Pristoop, commander of the Northern District, said one man is believed to be 
linked to at least five incidents in his district and one in the Northeast. 
Detectives are also investigating the possibility that the man might be 
connected to several armed robberies in the Central District, mainly in the Bolton 
Hill area, Pristoop said."We're deploying maximum resources in an 
effort to prevent further incidents," Pristoop said. He said it is possible that 
the man is a drug addict in need of cash to fuel his habit. The man told a 
carjacking victim in Charles 
Village this week that he needed the money for drugs, police 
said."What we're hoping is that citizens who know their community the 
best will see something out of place, either a person or car, or see suspicious 
behavior from a person that they do not recognize, and that they will call the 
police," Pristoop said.Will Gibson, a vice president of the Oakenshawe 
Improvement Association, said he has not seen a crime wave on this scale since 
he moved to the neighborhood in 1994. "It's happened fast, all within the past 
month and a half," he said. "It has been kind of shocking."One of the 
earliest incidents, police believe, occurred May 30 on St. Martins Road in 
Guilford, where a woman was robbed at gunpoint. Later that day, police believe 
the same man confronted a couple about a half-mile away in Ednor Gardens, a 
neighborhood east of Guilford. The man forced the couple, who live in the 3600 
block of Kimble Road, to drive to an ATM and withdraw cash, and then stole their 
car, police said.Police said they believe that the man struck again more 
than three weeks later. On June 25, police said, he robbed Bourne about 9 p.m., 
just as a major rainstorm began to buffet the Baltimore area. Bourne said he 
surrendered two billfolds before being told to drive in his underwear to the 
Bank of America drive-through ATM in Charles 
Village.The next night, again in the rain, police said, the man 
walked into a Guilford home through an unlocked door and held up four women at 
gunpoint for more than an hour.Two days later, on June 28, police said, 
he surprised a Loyola 
College student as he walked back to his condominium in North Baltimore's 
Homeland neighborhood. At gunpoint, the man forced the student to surrender 
money and other personal effects, according to police.Then, on Tuesday 
evening and early the next day, police said, the man might have committed two 
robberies at gunpoint. The first occurred about 11:50 p.m. in Charles 
Village. A woman who parked her car in an alley in the 3000 block of St. 
Paul St. was accosted at gunpoint by a man who wore a mask. He forced her into 
her car and ordered her to drive to the Bank of America ATM two blocks away -- 
the same one used in the robbery of Bourne -- and withdraw cash. He then dropped 
her off in downtown Baltimore and kept her

City agencies join community partners to launch assault on illegal signs
New bill stiffens penalties, 10-day blitz intensifies focus

City agency heads, community associations and civic program representatives
will gather June 7, 2006 to announce a City-wide all-out assault on illegal
signage that is defacing communities around the city. A rally will be held
at 5 p.m. at the intersection of Longwood and North Avenue to draw attention
to the various methods of illegal posting that takes place in practically
every city neighborhood. In particular, unlawful posting of the predatory
"We Buy Houses" signs have blanketed gateway corridors, transforming clean,
trash free avenues into cheap bill boards lanes.

Councilwoman Mary Pat Clarke will be on hand to discuss the merits of a new
bill recently passed by City Council and signed by Mayor Martin O'Malley
that stiffens penalties for illegal posting and provides a mechanism for
private enforcement. As sponsor of the bill, Councilwoman Clarke directly
responded to opposition to the illegal signage voiced by her 14th District
constituents.

Examples of illegal posting will be on display at the press event to inform
the public of sign postings that constitute violations, which could result
in a citation and subsequent fine. Following the rally, City workers and
representatives from community associations around the City will work side
by side to remove illegal signage along W. North Ave.

Beginning June 7, the City Department of Transportation will launch a 10-day
blitz during which staff  will closely monitor service request calls
regarding illegal signage, that come through the 311 call center. Those
service calls will then be processed for immediate abatement. Since January,
DOT has removed illegal signs from over 1,600 locations. During Super Spring
Sweep Thing 7, the citywide cleanup held April 22, five City agencies worked
together to collect 1,097 signs.

in the Arts & Entertainment District) will be featured in the FREE

The house features radiant floor heat throughout, alternative
room-by-room controlled air-conditioning, salvaged oak flooring from
Second Chance, stairtreads, handrail, and countertops from the original
floor joists (some of the only salvagable parts from the damp, rotting
house when acquired), earthen plaster in the Butler's Pantry, a
reflective roof coating, and passive solar design through use of
multiple skylights and 3-story light shafts that soak the house in
light.

Yes, they are illegal and if found the person posting the signs or the
business connected to them can be fined $100 per sign.
The City actually prefers having people use 311 to report these signs,
rather than just taking them down,   I make a practice of recording the
location, type of sign and the text, including the phone number and
e-mailing the information to Dale Thompson, the City's action person in DPW.
I also cc: Mary Pat Clarke, since she has a bill pending to put more teeth
into the rules governing illegal signs.

Please note that ALL signs placed on public property or utility poles are
illegal, regardless of content.

In just a few words, regardless of content, it is illegal for unauthorized
persons to post signs in the City's Right-of-Way. We have a "Customer
Service Request" type in the 3-1-1 System to address these. Once we're aware
of an illegal sign, we have a process in place to have Sanitation
Enforcement sent to photograph the sign, issue a citation and then we remove
the sign(s) that afternoon. We ask that the sign be called in to the 3-1-1
system, give the call-taker the location(s) and we'll remove them routinely.
Hopefully with regular enforcement and fining  the practice will stop or at
least diminish. If further discussion is needed, I can be reached by e-mail
or at (410)396-1686.

I just became aware that JHU was planning on doing a phone survey of 
residents within a mile of campus about student-community relations on March 16. 
This comes at a point when the situation seems to be at an all-time low. 
 
I was wondering... did anyone receive a call? They were aiming for 300, I 
think.  Also, does anyone here have regular problems with student noise and 
behavior?
 
Where I live on 2800 block of Guilford, I do not have any problems. But I 
imagine the situation is different closer to campus.
 
There were several problems with parties and drinking lately, lots in the 
JHU Newsletter about cops breaking up parties.

On January 1, 
2006, the Medicare Prescription Drug 
Program, known as Medicare Part D went into effect as a result of the Medicare 
Modernization Act of 2003. The Medicare Prescription Drug Plan represents the 
most significant and complex change in the 40 year history of the Medicare 
program and will affect up to approximately 103,000 older adults and disabled 
Medicare beneficiaries in Baltimore City. CARE, through its Senior Health 
Insurance and Assistance Program (SHIP) has been conducting outreach and 
education to Medicare beneficiaries about the complex requirements of selecting 
and enrolling in Part D plans, or understanding their options. CARE has also 
partnered with other senior-serving organizations to assist with outreach, 
education, enrollment and other plan options for Medicare 
beneficiaries.

As part of the outreach effort, CARE 
will participate in Bethel A.M.E. Community Outreach Center’s Health Fair to be 
held on Saturday, March 4, 2006, from 10:00 a.m. – 2:00 p.m., at Bethel A.M.

An employee of Catholic Charities was abducted at gunpoint while loading 
computer equipment into his car in Baltimore's Charles 
Village neighborhood about 11:30 a.m. Wednesday and later forced into its 
trunk by two carjackers, city police said yesterday. 
The victim, whose name was not divulged, escaped unhurt about 90 minutes 
later, police said. 
About an hour earlier, another man was accosted at gunpoint by two robbers 
who took $25 and his keys while he was in his car behind his home in the 2800 
block of N. Calvert St., seven blocks away, police said. 
The abduction victim told detectives he was approached by two men in the 2300 
block of N. Charles St., where the nonprofit has an office, threatened with a 
black semiautomatic handgun and forced to climb into the back seat of his green 
1997 Toyota Avalon. 
He was driven to the Mount Pleasant Golf Course in Northeast Baltimore, where 
the men ordered him into the trunk and drove around for a short time, police 
said. About 1 p.m., the car stopped and the victim opened the trunk, escaped and 
called police. 
Police found the car shortly after 5 p.m. in the 1400 block of Carswell St. 
in Northeast Baltimore.

Family problems.  Just in the past two weeks, we received her replacement - 
Bob Brickman.  Unfortunately, David hasn't had time to update the WEB site

Actually, I'm keeping busy.  My projects for the upcoming spring are 
going to be a more systematic approach to the rat problem and dealing with the 
graffiti - you would be amazed at how much gang related graffiti I'm finding 
throughout the CVCBD area.  I did send the Environmental Police a community 
impact statement on that guy they've just arrested for all of the "fish" 
graffiti. We've got several dozen sites that he left his mark on and I've taken 
pictures of all of it and offered to testify in court if they need 
me.
 
Let me 
know if you see any interesting graffiti out there and I'll visit the 
areas.  I've been through most the area - but the more "eyes" the 
better.

[Chat] Concerns on Jevenile DERC Proposal

Below are a few follow-up questions I submitted to Ms. Taru regarding the
Day and Evening Reporting Center (DERC). The "Chicago Model," which
Secretary Montague presented earlier this year when proposing to place the
facility @ 2111 Maryland Ave., "notes the importance of weaving juvenile
justice institutions into the fabric of neighborhoods where the youth live."

To this end, I've asked if they intend to prioritize "slots" and some of the
17 new positions for youth and residents of the immediate area. The "Chicago
Model" requires the majority of clients and staff to be from the immediate
community of the Centers to be successful. This is an essential component
that would help create a "win-win" for the community.

Follow-up Questions:

Dear Ms. Taru,
Thank you for the presentation last night at the Waverly meeting on the DERC
proposal. I have a few follow-up questions and some from area residents:

1)I believe you mentioned Jan 9 as a public hearing date... When and where
and how do citizens and community groups "weigh in" on this matter and is
there a proposed opening date?

2)Although you mentioned this will be a citywide center, are there any
provisions (set asides, etc) to prioritize youth in the immediate area for
service?

3)Will the staff (17 proposed) come from existing DJS positions or will some
be new hires? Will there be provisions (set asides, etc) for residents of
the immediate area to staff the center?

4)Is this new funding (outside grants, etc.) and approximately how much is
the annual budget for the center? Is there money and how much is proposed in
the agency's '07, '08, and '09 budget for additional centers in the city?

Thank you for your time. I'm circulating the dates for tours of the 909
Druid Park Dr. facility (12/9, 12/16, 12/19, and 1/9) to area residents and
other stakeholders. Are you the point person for the tours?

In regards to the Juvenile Center , at the last Waverly Improvement 
Association Meeting, Staff members of this facility was present to give a 
presentation on this proposal for the Center on Greenmount ave.

The presentation explained their program and the type of juvenile offenders 
they will be helping, they expressed that they will not be accepting 
juveniles that will be a threat or a risk to the community.

I do urge you to make your own assumptions about this particular facility by 
attending one of their up and running facilities at the Druid Park Lake Dr 
Center.

If anyone is interested on going on a tour of the facilities on December

 You may know that many of our Baltimore City Public School teachers dip into their own pockets to buy basic supplies for their students.  It is estimated that on the average, each teacher spends $500 to $1000 a year.
 
    
Three years ago, I started a friend-to-friend “chain” e-mail asking for 
contribution to provide basic supplies 
as a way of 
acknowledging appreciation for teachers. The result of this grassroots, all 
volunteer effort was both 
overwhelming and 
heartwarming. The first year donations enabled 250 teachers to each receive 
supplies worth $65; 
last year 465 teachers 
joyfully received goody bags each valued at $90.
 
    
This year with the help of Mayor O’Malley, City agencies, and your 
contribution, we hope to raise sufficient 
funds to distribute 
goody bags to 500 middle schools teachers in the City, each valued at $120.  Please consider 
donating either money 
or supplies (dropped off at Baltimore City Police District offices). With no 
administrative overhead, 
every penny and pencil 
goes directly to our City’s neediest students. Your contribution in November

Digested is the term found on the website where all list members can go to 
check who is on the list.  People on the "digested" side receive only ONE 
daily e-mail, which contains ALL the messages posted fot that day.  I used 
to use that but found it difficult to read through and to reply to.  I 
prefer the "non-digested" mode where each posting comes as an individual

[Chat] Tanker Crashes Into Rowhouse

Does anyone know the owners of the houses affected 
by this crash?  WJZ has a good video on its website.  The story ends 
with a comment about the houses possibly being condemned - hopefully that does 
not automatically mean they will be demolished.  That would really have a 
negative effect on the 2800 block

into a North Baltimore rowhouse.It happened at 6:30 a.m. at the 2800 block of North Howard 
Street.The truck severed a gas 
line, forcing hazmat crews to evacuate the entire block. Authorities say the driver, who was 
transporting nearly a full load of diesel fuel, lost control of the tanker and 
hit a parked car before plowing through the house. Baltimore County Fire Chief Frank Hazzard tells WJZ's Kathryn Brown 
"there was combustible liquid inside the truck that could 
potentially add fuel to a fire in one were to start."Investigators say it's possible the driver fell asleep at 
the wheel.The homeowner says he 
was asleep when the truck crashed inches away from him. "Security is one thing 
that can't be replaced. Being able to sleep in your own home and knowing that a 
big fuel truck isn't going to come crashing through," said Towne Coates.

Join the Middle Branch Cleanup Event - Saturday, September 17

The Mayor’s Office of Neighborhoods, the Baltimore City 
Departments of Public Works and Recreation and
Parks, the Parks and People Foundation and volunteers from local 
businesses, community associations and
environmental groups will all come together on Saturday, September 
17, 2005 for a massive one-day
cleaning of the shores of the Middle Branch waterway in South 
Baltimore.
On that day, volunteers will assemble at 9:00 a.m. at the 
Baltimore Rowing Club, located at 3301 Waterview
Avenue and will work side-by-side to remove trash and debris from 
eight (8) miles of Middle Branch shoreline.
The clean-up will end at 4:00 p.m. Public Works will provide 
volunteers with rakes, bags, gloves and shovels
and be responsible for debris removal.
The area to be cleaned begins near the train tracks that run 
across the middle of the waterway and stretches
around the shoreline from the Vietnam Veterans’ Memorial Bridge to 
Harbor Hospital and the Baltimore
Rowing Club, extending along the western shoreline adjacent to 
Kloman Street.
During the last Middle Branch shoreline cleanup in 2002, nearly 
500 volunteers from over 30 businesses,
community organizations and environmental groups removed 100 tons 
of trash and debris in that one-day
cleaning effort.

beautifying the Middle Branch shores on

Most of the numbered streets between North Ave (once Boundary Avenue) were 
named when they were still part of Baltimore County (pre 1888).  Here is a 
website with pictures of some of the markers like Steve found.  I do know 
that 20th street was Denmead, and 24th was Oak St..  I will see if I have 
any maps on others.

I have noticed that on the 23rd St. side of the CVCBD headquarters (2301 
North Charles), the masonry contains the words "SHIRK ST" and that adjacent 
to those words on the Charles St. side of the building are the words 
"CHARLES ST."


Obviously, 23rd St. used to be called Shirk St., and obviously, at one 
time at least some street signs in our part of Baltimore were on the sides 
of buildings (just as they still are generally in France, although usually 
the signs in France are not as high up as the signs on the CVCBD 
headquarters).


Does anyone know what the original names of our other numbered streets 
were?  And does anyone know whether street signs were generally on the 
sides of buildings and if so, when the change came in our part of 
Baltimore?

Below are listed opportunities to assist with work in schools on
Saturday, August 13th, and Saturday, August 20th (and some weekdays). 
For individuals and community associations who would like to volunteer,
please contact the school to sign up. 


Schools throughout the city will hold volunteer workdays each Saturday
from about 9 a.m. to 4 p.m. in which facilities will be painted and
cleaned.  School leaders will act as supervisors on these
community-based workdays.  Although volunteers are coming from the
school community, both initiatives are in need of additional help if
they are to reach the ambitious goals they have set. 


In addition, the Mayor's Office and the Baltimore City Public School
System are working together to plan extensive work at several schools
throughout the summer.  AmeriCorps*VISTA volunteers and BCPSS Certified
Career and Technology instructors will lead these projects full-time
(9am-4pm, Monday-Friday), spanning several weeks.  Volunteers who are

gardens.  On the 600 block of Homestead Street, for example, in the 14th 
District's Better Waverly neighborhood, Miriam Avins has spearheaded a community 
co-op garden of vegetable growing and 
sharing.

provide the water needed, however, we need the City to agree to a plan whereby 
community gardeners will pay a basic fee to reinstate a vacant property's water 
service, free of sewage costs and based on a seasonal rate only, paid in 
advance.  That's what the hearing is about.

Waverly's operating budget for 
school year 2005-06 has been cut to $100,000 LESS than the current year's 
budget, despite a growing student enrollment and promises of resources.  

 
We are going to the School 
Board to protest and request restoration of funding at once. The $100,000 
cut means that:
*three of four Instructional 
Support Teachers are cut.
*one office aide is 
cut.
*the educational supplies 
budget is cut by $2,000.
*only six Resource Teachers 
are provided (art, music, etc.), despite the School Board's commitment to staff 
separately for the elementary and the middle 
schools.
 
NO, Waverly has not lost 
population.  At the end of this school year, 692 students are enrolled, 
K-7.  In September, we add-on the 8th grade, meaning 100 more students, for 
an enrollment of almost 800.  
 
Meanwhile, the school system 
has budgeted next year for an enrollment of 
681!
 
State Senator Joan Carter 
Conway and Delegates Curt Anderson, Ann Marie Doory and Maggie McIntosh will 
testify on Waverly's behalf at the Board on June 28. So will I, along with 
Councilman Ken Harris, chair of City Council's Education 
Committee.
 
When the school system 
approved Waverly as a middle school (in March 2003), the Waverly and Ednor 
Gardens community demanded and received a commitment that Waverly Middle would 
receive the resources required to be a Blue Ribbon School, on a par with Roland 
Park Middle to which students were previously 
zoned.
 
First we lost the funding to 
fix Waverly's portable for middle school use, and many of us volunteered to do 
the job ourselves.  Mission accomplished, thanks to Citifinancial's 
generous contribution, to the Mayor's Believe in Our Schools Campaign, and 
to the work of hundreds of volunteers last spring and 
summer.
 
Now, our very funding is in 
jeopardy whereby the staff and community have raised Waverly up from a failing 
to an academically successful school.
 
Please join us at the School 
Board and help demonstrate our entire District's support for Waverly 
Elementary/ Middle School #51.

I NEVER thought I'd read that city planners would propose turning the city's 
schools headquarters into an apartment house, but then I never thought that 
the kind of people with the money to pay the rents envisioned would want to 
live at Calvert and North. But five decades of observing Baltimore have 
taught me not to be surprised.

And, if I had any ability to predict the upward swings of Baltimore real 
estate, I'd have bought the houses in Federal Hill my brother suggested 
nearly 30 years ago.

I'll give the city's Planning Department credit for a bold, pre-emptive 
assertion that the North Avenue building, which I persist in calling Old 
Poly (for Polytechnic Institute, where my namesake uncle was a graduate), 
ought to be a subject of an eye-catching makeover.

Why not be optimistic? Baltimore has dazzling 19th-century housing stock 
that if treated properly, buttressed by sensitive planning moves, could be 
the basis of a remarkable revival. I'd like to see Mount Vernon, Penn 
Station, Old Goucher, Barclay, Midway and Charles Village knitted together 
into one fine address.

I say this because I watched it fall apart -- and believe there is no reason 
why it cannot go the other way, in time.

That said, there is plenty more work to be done in this neighborhood, many 
vacant houses to be renovated -- and credit given to the good people who are 
trying their best around Barclay and 22nd streets.

I often walk to work straight through this 1880s and 1890s neighborhood only 
a short distance from Pennsylvania Station. When I first began these treks, 
I thought the neighborhood would be rough and unfriendly, possibly hostile. 
As I was wrong on forecasting real estate, I was wrong again. I get nods of 
kind recognition, even if some of my greeters seem to be saying, "Are you 
lost?"

I often observe the unnamed individuals who sweep their pavements and keep 
at the mountains of trash that can build up in these parts. I'm swept over 
with hope when I see a renovator working on homes in the 1600 block of N. 
Calvert St. I look at the community gardens on the vacant lots here and 
cannot help feeling that someone truly cares about the neighborhood.

I also see the bad side here too, the rats, the vacant houses and the 
tenacious prostitutes who sometimes are still working at the Sunday hour 
when I'm heading downtown to church.

So how long would this take? Well, I was in college when the first buildings 
started coming down in the Inner Harbor and good Federal Hill rowhouses were 
routinely selling for $4,500.

The point is, the city has created a blueprint, the kind of document that 
builders and developers like. And over the years I've learned to trust my 
instincts. I see the pieces fitting together, the willingness to take these 
neighborhoods seriously and a demand for city housing -- even in places 
considered sketchy today.

City planners are proposing to revitalize the building on North Avenue, but 
its tenant has no plans to relocate.

It's the place where Baltimore parents and students have flocked to air 
their frustrations over city schools for nearly 20 years.

Now some city officials envision turning the school system's hulking North 
Avenue headquarters into condominiums and retail stores. They've gone so far 
as to suggest that a restaurant could be housed on the first floor, with 
outdoor seating on the tree-lined terrace.

With little fanfare, city planners inserted the innovative proposal for the 
city-owned site at 200 E. North Ave. - which has been used for education 
since the mid-19th century - in a 42-page plan to revitalize the 
neighborhoods of Barclay, Midway and Old Goucher.

The plan drew chuckles from school officials, who say they have no plans to 
relocate. But it also has fueled the hopes of residents working to redevelop 
the area, which has high vacancy rates and drug activity.

"It would be huge," said Jennifer Martin, a spokeswoman for the 
Barclay-Midway-Old Goucher Coalition. "Turning this huge building and 
parking lot into a residential development, it would be dramatic and it 
would get people's attention."

The plan recommends that the 200,000-square-foot Dr. Alice G. Pinderhughes 
Administration Building be converted to a "mixed-use building with 
multi-family residential and commercial [units], preferably condominiums 
with some affordable rental units and a ground floor restaurant using 
terraced landscaping for outdoor seating."

City Planning Director Otis Rolley III said there is no guarantee that the 
idea will come to fruition. The city has no plans to request that school 
officials vacate the premises, he said.

Still, planners say the system's headquarters would serve as an ideal anchor 
for a larger redevelopment effort - if the school system were to decide to 
move to a smaller building.

During a school system budget crisis last year, about half of the central 
office's more than 1,000 employees were laid off. Last week, 570 people 
worked in the building.

"We're trying to figure out how to reactivate North Avenue, and that's kind 
of the heart of North Avenue," Rolley said. "We feel it can really help to 
jump-start that whole ... area."

The property on which the impressive gray stone building sits has gone 
through several incarnations over the decades. In 1868, it became the site 
of the Maryland School for the Blind. The parcel was sold to the city in 
1909, and Polytechnic Institute was built in 1912.

Poly moved to more spacious grounds on West Cold Spring Lane in the 1960s. 
And 20 years later, the city spent $14 million to convert the former high 
school building into a central office for then-school Superintendent Alice 
G. Pinderhughes' scattered administration - a lavish project that drew 
criticism and earned the building the nickname "Alice's Palace."

The latest vision for the building at North Avenue and Calvert Street is the 
furthest departure from the building's origins.

"What a revolutionary idea," said Randolph C. Knepper, a board member of the 
Greater Homewood Community Corporation. "I think it's fabulous that there 
would be demand for a building of that enormous size and visibility, or 
perceived demand."

The enthusiasm of residents and developers for the proposal, oddly enough, 
is reminiscent of the warm welcome that greeted the school administration 
when it moved to the building in 1987.

At the time, city officials and local business owners said they were sure 
the arrival of 800 office workers would provide an economic boost to the 
area.

But the community continued to deteriorate in the next two decades. Today, 
the area is dotted by abandoned homes and trash-strewn alleys. Residents and 
activists complain about the state-run parole and probation office on 
Guilford Avenue and the crime-ridden section of the Greenmount Avenue 
corridor.

That could be why the prospect of a major residential and commercial 
development on North Avenue - however far-fetched - is causing a buzz.

"With some commercial and housing activity, people are going to have to be 
out and about," said Stanley Steele, senior vice president for housing and 
community development for the nonprofit Diakon Lutheran Social Ministries, 
which is active in the area.

As it's being used now, "it's a beautiful building, but it's a passive 
building," Steele said. "The employees go into the building and stay in the 
building."

The Mayor is adding $ million to this summer's budget for minimum wage jobs
for youth, ages 14 (by June 15) to 21. This means 1,000 more jobs than last
summer. Applicants must live in Baltimore City. There are no income limits
or requirements.
It's "first come, first served" to get one of these jobs. But if you know an
eligible youth who wants a job, here's how to help.
Pick-up an application at the Workforce Reception Center, 100 West 23rd
Street. Call ahead to make sure that applications are available and during
which hours (410-396-6214).
Youth applicants must bring their completed applications to the Workforce
Reception Center ASAP BEFORE MAY 27.
Hours are Mondays and Fridays, 8:30am - 4:30pm. At this time, applicants
will be interviewed. Applications must be accompanied by the applicant's:
- Social Security card,
- birth certificate,
- photo ID card OR school report card OR a school progress report.
Males 18 or older must also bring their Selective Service card.
As long as they have signed the application, parents and guardians are not
required to accompany youth applicants to the Workforce Reception Center.
Parents and guardians are asked to help their young people by making sure
they complete the application correctly and have all required identification
when they go to apply.
We have circulated this information in the neighborhoods as best we can, but
the 14th needs to do better in the future in getting out the word of
competitive youth opportunities.

District Youth Opportunities Task Force to help us get on top of emerging
youth opportunities in the future, so our children have the best chances to
take advantage of whatever the City and private sector have to offer.

Most CPAs are booked until after April 15th.  I would advise estimating the 
tax you will owe, if any, and paying that by April 15th and filing for an 
automatic extension which will give you until August 15th to file your 
completed return.
