Assuming you blast 
them clean, just paint it as you would any other metal.  Use a primer, then 
the paint.  They do get hot, and might discolor over time, but maybe 
not.  I had painted (powdercoated?) covers that discolored from dirt and 
grime.  When I painted my car, they stripped them and tried to paint them 
body color, but there was chrome under the color I had, so they stopped.  
Chrome can't be painted over well (does not stick) so you need to blast it 
all.

Welcome to the Sunshine State!  What part are you visiting?  If you are going to be in North Florida (fat chance, I know) I'd love a chance to meet you while you are here.  Governor Bush (yes, President Bush's brother) asked me to remind you to spend a lot of money while you are here.  We don't have a state income tax and all those tourist dollars help us keep it that way!
 
There are areas in Florida, as there are anywhere else, you should avoid.  Generally speaking the "tourist areas" in Central Florida are as safe as your bedroom... unless you happen to live in a war zone then they are much safer!  Stay alert, don't flash a lot of money around, and if you do find yourself in an uncomfortable situation don't hesitate to grab a policeman.  The vast majority of them are super good folks and are used to dealing with tourists.  Matter of fact they are good sources of information about areas you should avoid.
 
Enjoy your visit and above all... Have Fun!

Yeah a buddy of mine put a 502/502 in his 81 el 
camino.  the dyno sheet he got with it put it 510 hp but he swapped in a 
little bigger cam with some custom headers and figures around 520 hp.  the 
engine runs strong as hell, just hope you have a good rearend to support it, he 
has broken two 9 inch fords in his.

they are metal/steel. they were chrome plated, and the chrome is all bubbled up (looks like a battery blew its top) so i was going to sand blast them and put some bow ties or flames on them and paint them a diffrent color- bright yellow or something

You can get engine paint in pretty much any color nowadays.  I would go that

Metal or aluminum? I've painted engine parts with 
Krylon or other rattlecan paint and put them in the oven to cure for a few hours 
at low temps (200 degrees or so). They still look good,years later.
If an engine gets hot enough to burn the paint 
off,you are going to have bigger problems than that to worry about.
