The reason that I ran a relay on my 67 ElCamino is that the wires that power
the ign terminal on the fuze block are still quite small and the current has
to run through a great distance ignition switch circuit and interior harness
that has small wires too. By runnung a relay you can have a very short power
wire and use a big a wire as you can find. I ran my #8 wire from the
positive cable on the starter This helps create cleaner and higher coil
discharge voltage that can add to lower et's. Using a relay is not to ease
installation - it adds performance.

 pull the batt wire from the alternator see if engine stops  have seen
 bad alternator's do this, they still charge but cant shut engine off

On my 67 El Camino I have a 30A bocsh relay powered by the purple-run and
yellow-start original ignition wires. It works just fine!
If the yellow wire from the starter was connected to the wrong terminal on
the solenoid I think that that could cause a problem.
Check your solenoid. I have seen some GM starters that can bolt on but don't
have the right solenoid for older cars.(The yellow wire brings power to the
Ignition while the car is cranking.-If it was powered all the time than the
relay would never shut off)

Don, could you please describe the way your HEI's 
wired?  Since your '71 didn't come with it from the 
factory someone obviously added it later.

When I convert from points to HEI (or any other ignition 
requiring 12 volts) I like to run a 10-gauge wire 
straight from the IGN tap in the fuse block, if it's 
available.

You didn't say what the load was for the relay, only the supply.  However, I
would expect that this relay might be providing voltage to the starter
solenoid.  This is a common fix for the hot soak problem many Chevy
starters suffer from.   If so, then I think your ignition switch is
definitely suspect for the run-on problem.  

But first, verify  for sure that this relay is in line with the starter
solenoid.  If it's still in line with the coil, get rid of it, see if the
problem persists, and if so look to the ignition switch as your likely
problem.

Interesting.  Does this relay do anything else other 
than feed the coil?  I would start by seeing if there's 
any current going through the coil lead with the 
ignition off, then with the ignition on, and then with 
the ignition off again.  Also, consider these 3 tests 
with the indicator placed between the relay and its 
source of power; this will help determine if the problem 
is with the relay or some element located before it in 
the circuit.
