Tom, Herb and I have both mounted 3 pt seat belts in our Elkys. If you take
the covering off the rear post you will see a narrow opening. I used it to
get a small 1/4 plate in behind the post for reinforcement. I drilled the
plate and taped it for a 7/16 fine thread grade eight bolt, applied body
panel glue to the face of the plate, slid it carefully down into the post
and bolted it in. Once the glue sets you can remove the bolt and install the
belt hook. Herbs method was slightly different than mine and I believe he
sent me some pictures that he might could share.

system
  in their cars for the new-style car seats.  Does anyone know where I can
  purchase a latch system that would fit without major modifications?  I

 seat
  if necessary, but I would rather find a set that fits and bolt them in
  without any permanent welding.

I've been through this all with my '67 as well.  They did not have the
Latch system back when my daughter was born and rode around with me, but
the lap belts worked really well for the infant and five point baby
seats.  When my daughter outgrew the harness portion of the seat (40
pounds), I set up a four point harness.  I drilled a hole and bolted the
harness in the trunk and threaded it over the seat back.

With the new Latch system, I would likely want to use that since it is
safer and so much easier to use.  I don't know how the brackets work, so
it is tough to figure out how to mount them.  You might want to talk to
the guy at the parts counter and see if they have some diagrams.  If you
can't buy them over the counter (who knows), you can look in junkyards.
You will likely have to fabricate quite a bit to adapt it to your rear
seat, but I think it would be a great way to go.

As for others doing this, I would not bet on it.  Adding the Latch to an
old car is not something most people do.  Usually, they just use one of
their other cars...
