I can also verify this issue. Currently the only way to install extensions  
without
crashing is to navigate away from the "New Tab" page.

What steps will reproduce the problem?
1. Open a new Chrome with --enable-extensions
2. Drag'n'drop a *.crx file on the "new tab" page (can be an empty file)

What is the expected result?
-> Chrome asks whether to install the extension

What happens instead?
-> Crash

Please provide any additional information below. Attach a screenshot if
possible.

This was only 90% reproducible. I got the impression that Chrome didn't
crash when first installing an extension from a website (e. g. the RSS
sample extension) and then in the same session dropping a *.crx file.
