Lockerbie Trial Document: Susan Lindauer Deposition

Last month, MEIB reported that Dr. Richard Fuisz, a major CIA operative in Syria during the 1980s, met with a congressional staffer by the name of Susan Lindauer in 1994 and told her that that the perpetrators of the December 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland were based in Syria [see "The Lockerbie Bombing Trial: Is Libya Being Framed?" Middle East Intelligence Bulletin, June 2000]. One month after their meeting, the Clinton administration, which holds Libya responsible for the bombing, placed a gag order on Dr. Fuisz to prevent him from publicly discussing the issue.

While Dr. Fuisz is still unable to comment on this matter because of the gag order, MEIB has obtained a copy of a formal deposition filed by Lindauer in 1998 in which she recounts this conversation in detail. This deposition (see below) has been submitted to the court in which two Libyan suspects are currently on trial and to U.N. officials, who have attempted to persuade the Clinton administration to lift the gag order on Dr. Fuisz.

Lindauer says that she has been subject to intense surveillance, threats, and attacks since she began meeting with Libyan officials in 1995 to discuss her knowledge of the Lockerbie bombing. "Someone put acid on the steering wheel of my car on a day I was supposed to drive to NYC for a meeting at the Libya House. I scrubbed my hands with a toilet brush, but my face was burned so badly that 3 weeks later friends worried I might be badly scarred," Lindauer told MEIB. "Also, my house was bugged with listening devices and cameras -- little red laser lights in the shower vent. And I survived several assassination attempts."

She has agreed to publish her email address, [EMAIL PROTECTED], along with this deposition so that journalists, researchers and others interested in learning more about this issue can contact her.

Text of Deposition


My name is Susan Lindauer. I reside in Silver Spring, Maryland, one of the suburbs outside the District of Columbia in the United States of America. At the time these events took place, I was living inside the District of Columbia, at 1002 C Street NE on Capitol Hill.
 In offering this deposition, I hereby inform the court and all interested parties at the United Nations that I have never accepted any financial compensation from any of the individuals, or governments involved in this case, in any form of cash or non-cash payment. Furthermore, I have never solicited nor received promise of future payments in exchange for this testimony. My reasons for coming forward reflect my own deepest personal values, and my sense of obligation to the cause of international peace and security. I remain deeply persuaded that justice must never be confused with convenience or political scapegoating, and that the issues of this case, including the prosecution of terrorist activities and the imposition of sanctions that seek to isolate an entire Arabic population, are too important in this contemporary age for a lie to stand unchallenged. And so let it be understood by the court: I make these statements of my own free will, out of respect to my own conscience and sense of obligation as a world citizen.
 This deposition pertains to my direct and immediate knowledge of an American named Dr. Richard Fuisz, and unequivocal statements by Dr. Fuisz directly to me that he has first hand knowledge about the Lockerbie case. Dr. Fuisz has told me that he can identify who orchestrated and executed the bombing. Dr. Fuisz has said that he can confirm absolutely that no Libyan national was involved in planning or executing the bombing of Pan Am 103, either in any technical or advisory capacity whatsoever. He has also made direct statements to me describing harassment that he has suffered for trying to provide this information to the families of Pan Am 103 and prosecuting authorities in the United States government.
 I first met Dr. Richard Fuisz in his business office in Chantilly, Virginia in the United States of America. The date was September,1994. I had been invited to meet Dr. Fuisz by a mutual acquaintance because of my position as press secretary to former Congressman Ron Wyden (a Democrat from Oregon), and because of my known longstanding interest in the Middle East. Wyden is now a United States Senator, and I have continued my career in TV journalism and public affairs. For the record, my relationship with Dr. Fuisz has remained purely professional, and based strictly on my respect for his integrity and incredible, indepth knowledge of the Middle East.
 Dr. Fuisz told me in September, 1994 that he had lived in Syria during the 1980s, and that he maintained close ties to Saudi Arabia and the Middle Ea

  He had pleaded guilty to the charge, based on a speech and interview he 
  gave in Austria in 1989. 
  "I made a mistake when I said there were no gas chambers at Auschwitz," 
  he told the court in the Austrian capital. 
  Irving appeared stunned by the sentence, and told reporters: "I'm very 
  shocked and I'm going to appeal." 
  An unidentified onlooker told him: "Stay strong!". 
  Irving's lawyer said he considered the verdict "a little too 
  stringent". 
  "I would say it's a bit of a message trial," said Elmar Kresbach. 
  But Karen Pollock, chief executive of the UK's Holocaust Educational 
  Trust disagreed. "Holocaust denial is anti-Semitism dressed up as 
  intellectual debate. It should be regarded as such and treated as such," 
  Ms Pollock told the BBC News website. 
  Fears that the court case would provoke right-wing demonstrations and 
  counter-protests did not materialise, the BBC's Ben Brown at the court in

 I'm not an expert on the Holocaust

  Irving arrived in the court room handcuffed, wearing a blue suit, and 
  carrying a copy of Hitler's War, one of many books he has written on the 
  Nazis, and which challenges the extent of the Holocaust. 
  Irving was arrested in Austria in November, on a warrant dating back to 
  1989, when he gave a speech and interview denying the existence of gas 
  chambers at Auschwitz. 
  He was stopped by police on a motorway in southern Austria, where he 
  was visiting to give a lecture to a far-right student fraternity. He has 
  been held in custody since then. 
  'I've changed' 
  During the one-day trial, he was questioned by the prosecutor and chief 
  judge, and answered questions in fluent German. 
  He admitted that in 1989 he had denied that Nazi Germany had killed 
  millions of Jews. He said this is what he believed, until he later saw the 
  personal files of Adolf Eichmann, the chief organiser of the Holocaust. 
  "I said that then based on my knowledge at the time, but by 1991 when I 
  came across the Eichmann papers, I wasn't saying that anymore and I 
  wouldn't say that now," Irving told the court. 
  "The Nazis did murder millions of Jews." 
  In the past, he had claimed that Adolf Hitler knew little, if anything,

  In 2000, a British court threw out a libel action he had brought, and 
  declared him "an active Holocaust denier... anti-Semitic and racist". 
  On Monday, before the trial began, he told reporters: "I'm not a 
  Holocaust denier. Obviously, I've changed my views. 
  "History is a constantly growing tree - the more you know, the more 
  documents become available, the more you learn, and I have learned a lot 
  since 1989." 
  Asked how many Jews were killed by Nazis, he replied: "I don't know the 
  figures. I'm not an expert on the Holocaust." 
  Of his guilty plea, he told reporters: "I have no choice." 
  He said it was "ridiculous" that he was being tried for expressing an 
  opinion.

Bank?

In a recent article entitled Reforming the World Bank: Creative 
Destruction (Foreign Affairs, January/February 2006), Jessica Einhorn, 
dean of the Paul H. Nitze School of 
Advanced International Studies (SAIS, Johns Hopkins University), called for the 
disbandment of the International Bank for 
Reconstruction and Development (IBRD).  
Addressing her remarks to the World Bank’s new president, Paul Wolfowitz[2] 
and its major funders, she called for an end to the bank’s lending to 
middle-income countries, and for a focus instead on the poorer countries which 
have little or no access to private capital markets as credit sources for 
development financing.
 
Einhorn, 
who retired in 1998 as 
managing director of the World Bank 
(shorthand for the “World Bank Group” which includes 
the International Bank for Reconstruction and Development (IBRD), lending to the 
governments of middle- and lower-middle income countries at market-based rates, 
the International Development Association (IDA), which provides concessional 
rates and grants (with conditionalities) to the poorest countries, and the 
International Finance Corporation (IFC), which promotes private sector 
involvement in development and its financing) may seem to have found common cause with NGO critics 
campaigning against the Bretton Woods institutions 
(BWIs).
 
Their motivations in fact 
are quite the opposite.  Focus on the Global South for instance 
regards the BWIs as instruments of metropolitan capital by and large, as 
enthusiastic purveyors of the neo-liberal agenda, and call for their dismantling 
and replacement by more accountable and people-responsive institutions for 
development financing.  

 
Einhorn, who echoes the 
call to wind down the IBRD, seeks however to extend the neo-liberal agenda to 
the World Bank itself (in effect, outsourcing the IBRD’s lending activities to 
private capital markets), with her call for “targeted” development 
financing:
 
In the World Bank’s first 
years of existence, the IBRD dominated the institution.  Now, however, lending to middle-income 
countries has diminished in both size and emphasis:  the IBRD’s gross disbursements have 
declined from nominal levels of $13-14 billion a decade ago to about $10 billion 
in fiscal years 2004 and 2005.  
Private capital flows to emerging markets [by comparison have increased 
to] over $300 billion a year.  The 
IBRD seems to be a dying institution… some countries that originally depended 
on IBRD lending no longer need the IBRD because they can get funding from 
private sources… The financial markets of today bear no similarity to those of 
1944… The whole concept of a lending institution with a big balance sheet tied 
up in long-term loans has been overtaken by securitization, in which loans are 
just the starting point for packaging together securities that can be sold and 
traded in the marketplace.  Looking 
ahead ten years, the growth of the market for credit derivatives will most 
likely mean that credit to middle-income countries will be just another 
derivative financial instrument - to be bought, sold, and managed in private 
portfolios.
 
On the eve of the East Asian currency 
crisis, the IMF quarterly Finance & Development reported in June 1997 
that official development finance (grants and loans) had declined from US$56.3 
billion in 1990 to US$40.8 billion in 1996 (“Developing countries get more 
private investment, less aid”).  
Concessional aid and grants, increasingly targeted at refugee and 
emergency relief, held fairly steady at about US$30 billion annually, but the 
non-concessional loan component of official development finance fell from 
US$27.1 billion (1990) to US$9.5 billion in 1996.  Over the same period however, private 
capital flows (commercial bank loans, bonds, foreign direct investment, and 
portfolio equity investments) increased dramatically from US$44.4 billion to 
US$243.8 billion.                                                                           

 
The World Bank’s counterpart publication 
Global Development Finance reported in 2001 that “in real 
terms, concessional [aid] flows worldwide increased by nearly 50% between 1970 
and 1980, and by 32% in the ensuing decade.  They then plunged 25% in the 1990s… 
concessional flows have risen modestly since 1997… reflects some temporary 
factors, notably the rise in Japanese aid in response to the financial crisis in 
East Asia… However concessional aid in 2000 was still much less than in the 
early 1990s… total official development finance – concessional and 
non-concessional resources – to developing countries was US$38.6 billion in 
2000, another significant decline after the s

Hitler's Willing Bankers

Like many German firms, Dresdner Bank hoped after World War II its unsavory 
activities during the Third Reich would be forgotten. But an unparalleled 
company-
sponsored research effort shows Germany's second largest bank supported the 
Nazi 
regime much more actively than had been previously thought.

The SS under Heinrich Himmler relied on the Dresdner Bank for private loans.
Being known as the bank of choice for Heinrich Himmler's SS would be a PR 
nightmare 
for any company. So the long postwar reluctance of top Dresdner Bank executives 
to 
expose the bank's sordid history during the Nazi era is hardly surprising. 

But the degree of Dresdner's complicity in many of the Third Reich's worst 
crimes 
will be shocking to many who read the results of a new seven-year study 
presented on 
Friday. A team of historians sponsored by Dresdner Bank engaged in intensive 
research to unearth the full extent of the darkest chapter of the bank's past. 
The 
massive study fills four volumes and nearly 2,400 pages in what amounts to an 
unprecedented look at the role of a financial institution in Nazi Germany.

"This calls it as it is. We accept these truths even when they are painful 
ones," 
said Wulf Meier, a member of the Dresdner Bank board, at a press conference in 
Berlin on Friday. He readily admitted the bank had been shy about delving into 
the 
past until public sentiment in the 1990s prodded several German firms to do so. 
"After 1945 many people and institutions avoided questions about their role 
during 
NS times."

Most German firms carry a heavy historical burden for what they did during the 
Nazi 
era. Dresdner Bank -- founded in 1872 on the initiative of a Jewish 
entrepreneur -- 
is no exception. Placing capitalist logic before morality, the bank 
systematically 
took part in the Third Reich's repression of Germany's Jews and the 
confiscation of 
Jewish wealth and assets.

The team of historians, led by Dr. Klaus-Dietmar Henke from Dresden's Technical 
University, took an exhaustive approach in compiling the bank's activities. 
After 
seven years of research costing €1.6 million, "Dresdner Bank in the Third 
Reich" 
paints a stark picture of how the firm actively courted Nazi favor in order to 
make 
money and rapidly expand its business.

"There was a deep symbiosis between National Socialism and capitalism," said 
Henke. 
Several of Dresdner's board members belonged to the Nazi party, but much of 
Dresdner's involvement with the party, Henke indicated, was driven more by 
business 
concerns.

Deportation seen as death

As an example of Dresdner's implicit knowledge about the murder of Germany's 
Jewish 
population after their deportation to camps in Nazi occupied Eastern Europe, 
the 
study cites the bank's unwillingness to pay pension payments for retired Jewish 
Dresdner employees directly to the Reich. The Nazis claimed the government 
should 
get the pensions to pay for the deportees' living expenses, but Dresdner 
officials 
wanted proof that the Jews in the camps and ghettos were still alive.

The Nuernberg trials sentenced former Dresdner Bank chairman Karl Rasche (back 
row, 
forth from right) to seven years in prison.
"Around 5 percent of Dresdner's workforce were Jewish -- a much higher 
percentage 
than the general population," said Dr. Dieter Ziegler for the Ruhr University 
in 
Bochum.

The study also shows the bank took part early on in the Third Reich's policy of 
confiscating Jewish property and wealth. "It's a myth that the bank was forced 
to 
take part in the 'Aryanizing' of Jewish wealth," said Ziegler.

But perhaps one of the most damning associations for Dresdner's past managers 
is its 
close ties to Heinrich Himmler's SS. The bank was the most important private 
lender 
for the Nazi organization and played a key role for its operations in occupied 
Europe, essentially acting as the ba

One conclusion has to be that there is a form of so-called 
U.S. "imperialism" that is engendering hatred of the U.S. abroad, and that 
its vehicle is Hollywood. 
 

The liberals always say we should try to understand the "root causes" of 
terrorism. So what should we make of the Wolf Blitzer interview of Mahmoud 
al-Zahar on CNN on Sunday, January 29, in which the Hamas co-founder rejected the concept of a secular society 
like that in the U.S. because it sanctions homosexuality and promotes the spread 
of AIDS?
Al-Zahar made similar statements in an interview with WorldNetDaily, declaring, "The West brought all 
this freedom to its people but it is that freedom that has brought about the 
death of morality in the West. It's what led to phenomena like homosexuality, 
homeless and AIDS."
On the matter of women's rights, he said, "What we have, unlike the West, is 
that young women cannot be with men and have relations outside marriage. 
Sometimes with tens of men. This causes the destruction of the family 
institution and the fact that many kids come to the world without knowing who 
are their fathers or who are their mothers. This is not a modern and progressed 
society."
If we are truly devoted to liberal values such as "tolerance" and 
"diversity," then should we not take some time to understand that there are 
those in the Arab/Muslim world who reject the sexual promiscuity that 
is celebrated on American TV and in 
films?
One conclusion has to be that there is a form of so-called U.S. "imperialism" 
that is engendering hatred of the U.S. abroad, and that its vehicle is 
Hollywood.
Consider the story out of Indonesia, a mostly Muslim country, where there 
have been demonstrations against Playboy magazine. "Reject Playboy! 
Reject Playboy!" Muslim demonstrators shouted. "Don't publish that filth here. 
Keep the Indonesian nation clean."
Consider the case of Ishrad Manji, a Canadian lesbian feminist Muslim. Her 
book, The Trouble With Islam, makes some valid points, and she has 
appeared on several U.S. television programs. But her bio 
highlights her involvement with "Queer Television." Is this what the West wants 
for the Muslim world?
The London Sunday Times has claimed that she has become "Osama's worst 
nightmare" for her criticism of Islam. But if anything, this kind of criticism 
makes the terrorists fight harder. In fact, in the infamous "Letter to the American People," attributed to bin Laden, he 
condemned the acceptance of homosexuality in American culture.
President Bush says the terrorists reject freedom and democracy. That's 
certainly part of it. But they also reject the 
face of America presented to the rest of the world by Hollywood and the 
media. This is cultural 
pollution of the worst kind. It makes us more vulnerable to 
terrorist attack.
We should clean it up, however, not out of a fear of the terrorists, but out 
of a desire to keep our society healthy and wholesome, and to protect our 
children.
