THE INTERNATIONAL FORECASTER editor Bob Chapman writes: US 
Director of National Intelligence, John Negroponte is an expert in 
psycho-political warfare in which anything goes.
He says Venezuela’s President is a radical 
populist who shows little respect for John’s version of democratic institutions, 
who repress the opposition and freedom of the press.
That is the height of hypocrisy. 

Recently Venezuelan security police found nearly 5 pounds 
of C-4 explosives, ten electronic detonators, and four fragmentary grenades and 
has detained three police officers and one active national guardsman. Those 
explosives could destroy a 20-story building. We are told that US Special Forces 
already have severed command and control operations being carried out with 
Colombian paramilitary forces inside Venezuela.

  The Green Berets run the show and the Colombians do the 
  assassinations, kidnappings and drug and arms trafficking. 
We have to laugh when the US and its NGOs and 
foundations call Venezuela’s government authoritarian when what we have in 
Washington is a corporatist fascist government bent on being a dictatorial 
imperial power. George and the neocons are escalating the infiltration of 
Venezuela. They are still serious about overthrowing their government. 

On his weekly radio show, Venezuelan President Hugo Chavez 
Frias said the US is trying to incite rebellion in western Venezuela. He said 
CIA operatives were working with the governor of Zulia State, Manuel Rosales, to 
attempt secession.
Zulia contains the country’s refining operations 
... Rosales has been very vocally opposed to Mr. Chavez and is a long-standing 
political enemy.
Mr. Chavez has called for employees of the PDVSA to join 
the National Guard because the US is planning an invasion of the country ... he 
wants PDVSA to form three military divisions that can be called upon to repeal 
US invaders or to move against or neutralize Governor Rosales. 
Venezuela’s unemployment rate 
dropped 2.6% in January y-o-y to 12.9%.

  La Paz.– Bolivian President Evo Morales and Uruguayan 
  counterpart Tabare Vazquez agreed here Monday to consider building a 
  natural gas pipeline linking their respective countries and invited 
  Paraguay to join the project. 
  The pact appeared in a joint declaration signed by the 
  two socialist heads of state to conclude Vazquez's visit to Bolivia.
  Vazquez and Morales picked up on the memorandum of 
  understanding set forth between their nations in 2004 and instructed their 
  energy ministers to analyze the possibility of building a pipeline and 
  combined-cycle gas-fired power plants in Uruguay.
  Uruguayan Industry, Energy and Mining Minister Jorge 
  Lepra said that his country needs natural gas to supplement what has 
  become an erratic supply of the fuel from Argentina.
  "It so happens that we often have cuts in the 
  Argentine supply, due to which many factories have gone to (using) wood 
  and fuel oil" to generate electricity, he said.
  Bolivian Hydrocarbons Minister Andres Soliz said that 
  the idea of extending a gas pipeline to Uruguay would be difficult because 
  the two countries do not share a common border and, therefore, the project 
  would have to pass through Argentine territory.
  "The most likely thing is that we'll have to increase 
  the volume of gas exports to Argentina and from there supply Uruguay and 
  Paraguay," he said.
  Bolivia currently exports 7.2 million cubic meters 
  (253 million cubic feet) of gas and, for the past two years, Buenos Aires 
  and Argentine petroleum firms have been studying the construction of a 
  conduit to boost the supply of the fuel from the neighboring Andean 
  nation.
  Bolivia has estimated reserves of 48 trillion cubic 
  feet of natural gas, most of it in southeastern fields near its border 
  with Argentina and Paraguay.
  Caracas, Buenos Aires and Brasilia have agreed to 
  spend $9 million to study the feasibility of a pipeline that would carry 
  Venezuela's natural gas - it has even bigger reserves than Bolivia - some 
  8,000 kilometers (nearly 5,000 miles) across Brazil to Argentina.
  Though Venezuelan President Hugo Chavez denies the 
  prospective great southern pipeline represents an attempt to steal markets 
  from Bolivia, La Paz's Soliz has expressed concerns that the conduit, if 
  built, would do just that.
  After concluding his talks with Morales, Vazquez left 
  Bolivia for Venezuela, the second stop on a tour that later will take him 
  to Brazil and Paraguay.

The United Arab Emirates is planning to switch 10pc of its 
foreign reserves from dollars to euros in the first sign of fall-out from 
Washington's snub to Dubai Ports World last week.
Sultan bin Nasser Al Suwaidi, the governor of UAE's central bank, 
said the plan was designed to achieve a better balance in the $19.1bn reserves 
of the oil-rich Gulf federation, almost entirely held in dollars.
"This policy initiative has nothing to do with the controversy 
over DP World's bid for P&O operations in the US," he said. In the same 
breath, however, he denounced the move by the US Congress to block the Dubai 
group from taking control of six American ports on security grounds, warning it 
would drive capital away.
"It is against the principles of international trade. People will 
look at investment opportunities in the US through new binoculars," he said.
The UAE has been a close ally of Washington in the fight against 
terrorism, so the shrill tone on Capitol Hill - bordering on anti-Arab hysteria 
- has been deeply wounding. There are fears it could lead to a withdrawal of 
petrodollar funds from the US, much like the Saudi-driven capital flight after 
the terrorist attacks of 9/11.
"Dubai's difficulties are going to cause Arab countries to invest 
less in the United States," said Mohab Kamel, a trader at Kara Energy in Geneva. 
"The kick in the teeth by Washington is not reassuring for Kuwait and Saudi 
Arabia, which have a more fundamentalist attitude," he said.
The next move could be a decision by Emirates Airlines - the 
region's top carrier - to opt for Europe's Airbus A350 in a $7.5bn order for 
passenger jets expected next month instead of Boeing's 787 Dreamliner.
The IMF forecasts that the Gulf region will rack up a current 
account surplus of $275bn in 2006, giving it huge clout in the global capital 
markets.
By some estimates, the recycling of petrodollars has eclipsed the 
Asian central banks as the chief source of foreign financing for the US deficit, 
now over 7pc of GDP. Exact figures are elusive as Middle East holdings of US 
Treasury bonds are mostly disguised through purchases in London and the 
Caribbean.
David Lubin, an economist at HSBC and author of a report on Gulf 
petrodollars, said Washington could prove to be the victim of its recourse to 
"asset protectionism".
"It has been a particularly unpleasant incident and it may well 
have longer-term consequences since the US relies on foreign inflows to fund its 
current account deficit. This sort of move will make it even more dependent on 
easily-reversible portfolio flows," he said.
The IMF's Middle East director, Mohsin Khan, said that central 
banks in the Gulf region play a secondary role in recycling petrodollars.
What really matters is the investment strategy of the giant oil 
funds, such as the secretive Abu Dhabi Investment Trust now worth well over 
$200bn.
"They are still going into US-denominated assets, and the 
proportion of the assets held in dollars is not changing much - Gulf investors 
are not dumping dollars," he told the Middle East Economic Digest.
The moment they do, however, the long-awaited slide in the US 
dollar could start with a vengeance.

As the nuclear standoff pitting Iran against the West continues, some 
conspiracy theorists are more focused on another plan that the Middle Eastern 
nation is pursuing.
But they are jumping the gun if they still figure Iran is within days of 
launching a new international oil exchange that would sell its own and other 
Middle Eastern oil producers' black gold in euros rather than U.S. dollars -- 
and which, the theory goes, could ultimately torpedo the greenback and the U.S. 
economy.
Despite repeated reports over the past 18 months or so that the planned 
bourse would finally open for business on March 20, 2006 -- and go head to head 
with the New York Mercantile Exchange and the ICE Futures Exchange in London -- 
the start date has been postponed by at least several months and maybe more than 
a year.
"In the middle of 2006, we are able to start the bourse," Mohammad Asemipur, 
special adviser on the project to Iran's Oil Minister, said when reached in 
Tehran. The plan is to trade petrochemical products first, with a crude oil 
contract coming last, a rollout that likely will take three years, he said.





"Oh, crikey, it's at a much earlier stage than people would think," said 
British consultant Chris Cook, who claims credit for coming up with the idea for 
the exchange in the first place and is a member of the consortium headed by the 
Tehran Stock Exchange that is charged with bringing the project to life. 
"You can rest assured, there will not be a crude oil contract, Gulf-based, in 
my opinion, within a year -- and that would be really pushing it," Mr. Cook, a 
former director of ICE's predecessor, the International Petroleum Exchange, said 
when reached in Scotland.
The electronic exchange is to be located on Kish Island in the Persian Gulf, 
an Iranian duty- and tax-free zone.
There has been far less talk about the planned bourse in the mainstream media 
than on the Internet, particularly on websites aimed at gold bugs and other 
economic conspiracy theorists.
The theory is that all trades through the new bourse would be made in euros, 
not the U.S. dollar, which for decades has been the world's primary reserve 
currency, as well as the one in which oil and most other commodities have been 
priced. As a result, European nations and other countries, especially Middle 
East oil producers, tired of having to buy billions of now weakening greenbacks 
to pay for their energy purchases, would no longer have to do so. 
This, the conspiracy theorists contend, would knock the stuffing out of the 
U.S. currency and hasten the decline and fall of the American Empire, all the 
while allowing Iran to stick it to the Great Satan.
But, the theory continues, Washington will pre-empt all this by using Iran's 
nuclear ambitions as a pretext for attacking the country. 
Kamal Daneshyar, chairman of Iran's Majlis [parliamentary] Energy Commission 
reportedly told the Iranian Students News Agency in December that the exchange 
would at first operate in both dollars and euros, but gradually move to the 
European currency exclusively. He was also quoted as saying that this would 
enable Iran to get even with the U.S. for the economic damages it has inflicted 
on the Islamic republic. 
Dr. Asemipur, meanwhile, was noncommittal on the currency question, saying 
market participants, not the Iranian government, would make the decision. He 
also denied the planned bourse could harm the U.S. economy.
Mr. Cook dismissed the idea that Iran's goal is to use the bourse to sabotage 
the greenback. "I have a technical term for that," he said. "Bollocks!"
As for trading oil in euros, he said the Iranians likely would find it very 
difficult, at least in the next several years. "Basically, there aren't enough 
euros in circulation, and nor are there likely to be," he said.
Mr. Cook cited a recent article on Hong Kong-based Asia Times Online by 
William Engdahl, who specializes in the geopolitics of oil. 
"For the euro to begin to challenge the reserve role of the U.S. dollar, a 
virtual revolution in policy would have to take place in Euroland," Mr. Engdahl 
wrote. "First the European Central Bank . . . would have to surrender power to 
elected legislators. It would then have to turn on the printing presses and 
print euros like there was no tomorrow."

The Association of Chief Police 
Officers in Britain has concluded in its inquiry that the shoot to kill policy which was carried out in the murder of Jean 
Charles de Menezes is acceptable and should not be altered. Since de Menezes' 
behavior gave no sign whatsoever that he was a potential suicide bomber, this is 
a strong statement of intent.
Leaked photographic and police 
evidence of de Menezes' appearance and actions on the day of July 22 confirm 
that no police officer with an ounce of common sense would suspect de Menezes to 
be a suicide bomber.
This means that de Menezes was 
directly targeted, tracked and gunned down for another reason.
What that reason may be remains 
subject to speculation. His work as a freelance electrician could be connected to the original explanation that the bombs that ripped through three underground stations 
were the result of electrical surges. De Menezes could have been the '5th 
bomber' - set up by British intelligence as a patsy like the other four, but 
changed his mind and escaped when he realized what was unfolding. That knowledge 
would have been more than enough to mandate his assassination, as he could have 
blown the whistle on the entire inside job.
There can be little doubt that the 
evidence proving that the police knew de Menezes was no suicide 
bomber was deliberately 
leaked to send a very clear threat to the British people. The government 
can order targeted assassinations on the streets of Britain at any time. Stop 
asking questions, shut up and behave yourselves.

Leaked photos from the police 
investigation directly contradicted suspicious early eyewitness testimony, which 
was later connected to the police itself, saying that de Menezes was wearing a 
heavy jacket with wires trailing from it. De Menezes was wearing a light denim 
jacket and there were no wires to be seen.
Original reports that de Menezes 
was running through the station and had vaulted barriers were proven to be 
fraudulent by CCTV footage which showed de Menezes walking at a casual pace, 
picking up a free newspaper, and passing through the barriers 
normally.
This CCTV footage was originally 
said to be missing due to a fault according to the Metropolitan Police. After 
the London Underground went public to say that there was no fault and that the 
footage existed, the police had to change their story and admit that the footage 
did exist. This was a blatant attempt to hide the fact that de Menezes' behavior 
aroused no suspicion.

De Menezes was shot at least 
eight times, seven in the head. The police certainly wanted to make sure that he 
was dead.
Did they want to make sure he was 
dead because he was about to detonate a bomb? The officers who shot De Menezes 
KNEW he wasn't a threat at the time they accosted him.
A police source said: "There is no 
way those three guys would have been on the train carriage with him [de Menezes] 
if they believed he was carrying a bomb. Nothing he did gave the surveillance 
team the impression that he was carrying a device.''

Despite the fact that all the 
evidence points to a monumental cover-up, I have no doubt that the ongoing 
Independent Police Complaints Commission investigation of the shooting, just 
like Lord Stevens' phony Diana inquiry, will absolve the Metropolitan Police and 
Ian Blair of all blame and re-affirm its support of the shoot to kill 
policy.
Let's play devil's advocate and say 
that there was no cover-up, that the shooting was just a botched job as a result 
of incompetence. Then why has nobody been fired? Why is the Association of Chief 
Police Officers still backing the shoot to kill policy? They are making a 
statement.
We are the bosses, we are in 
control. We can carry out targeted assassinations on British soil and there's 
not a damn thing you can do about it apart from sit down and shut up. Otherwise 
you just might become the next target of her Majesty's secret death 
squad.

you could possibly read what the pharmaceutical industry has done
with research. The story is on page 5, and it indicates that human trials
of some drug, the name of which alludes me now, is making its recipients
vomit, and worse. Avoid volunteering even if they tell you that they'll pay
you for any pharmaceutical trials of any of their drugs!

They're BAACK! 
Big Pharma and its allies in the medical establishment are at it again. They're playing with the rules to turn healthy people into sick ones by bureaucratic fiat, and use the phony epidemic they create to do surgery on your wallet. If you don't think they can get away with it, consider what they've already accomplished.
The Phony Obesity Epidemic
You may remember that a number of years ago, they fiddled with the so-called "body mass index, or "BMI," which is used to determine the proper weight for a given height. Depending on where you were on the index, you would be classified as having a normal weight, being underweight, or being overweight. What they did was shift the dividing lines to the left, reducing the allowable weight for a given height by ten pounds.
Now that doesn't sound like much, but the effect of the change was to transform tens of millions of Americans, who, the day before, had been judged as having acceptable weights for their heights into people who were overweight, or even obese! 
So what you might say.
The trouble is that this shift in the BMI laid the groundwork for all of the fanfare about an "obesity epidemic." Once the false notion of a nation of porkers was well-established, Big Pharma was able to get obesity classified as a disease, and therefore be reimbursed by health insurance for anti-obesity drugs and surgical procedures. Indeed, in addition to those already on the market like Xenical and Meridia, at present, there are at least 35 new anti-obesity drugs in various stages of development. In addition, last year, over 140,000 gastric bypass surgeries were performed, despite the one in 200 risk of fatality. In addition, roughly 35,000 individuals opted for the less risky surgical implantation of a gastric lap band. And most of these procedures, which can cost upwards of $35,000, will be paid for by the nation's health insurers, which in the end means higher premiums for you and me.
Now this isn't to say that many of us eat more than we should, are more likely to reach for the remote than a barbell and are carrying a few extra pounds. But there's a world of difference between that and being morbidly obese (defined as more than 100 pounds overweight). Indeed, one side-effect of the constant fanfare about weight loss has been a real epidemic of eating disorders among young women who are obsessed with being thin and are falling victim to bulimia and anorexia! What makes the transformation of weight control into an "epidemic" even more disturbing is the latest move by the FDA to give tentative approval for an over-the-counter (OTC) version of the weight loss drug Xenical. Since the OTC version is the same medicine at half strength all one needs to achieve a prescription level dose of the medicine is to take twice as much of the OTC version as recommended. The trouble is that many people mistakenly believe that "more is better" and without a physician's supervision could easily overdose on the drug.
But obesity is not the only instance in which Big Pharma "cooked the books" to create an epidemic. Basking in the success of their fiddling with the BMI chart, they took on another potentially lucrative target: cholesterol.
Most people have some notion that having high cholesterol can be a bad thing. Some even know that there is a "good" cholesterol and a "bad" cholesterol. Beyond that, most people simply follow their doctor's recommendations. What they don't realize is that to a surprising degree, what their doctor recommends is not based on his own medical judgment, but rather on arbitrary guidelines established by, you guessed it, Big Medicine.
And Big Medicine, of course, is in bed with Big Pharma.
As with weight levels, what they did was to change the rules. Until the change, "high cholesterol" was defined as having a combined "good," or HDL cholesterol and "bad" or LDL cholesterol number of over 300. When your tests showed you at this level, according to the rules it was appropriate to put you on medication. Between a combined figure of 200 and 300, it was recommended that you modify your diet and increase your exercise to lower the number. The truth of the matter is that John F. Kennedy signed NSAM 263
which would have pulled every troop out of Vietnam by 1965, so
if he lied about Vietnam, he sure didn't want to see it happen. But
then LBJ signed NSAM 273 and then lied about North Vietnam attacking
the U.S. so who's the liar here?
 
Yesterday, I met a woman who lives in Las Vegas, NV who, when she
told her best friend that she refused to send her two sons to Iraq who
she had home schooled, that her best friend ended their friendship
as she would have sent her 13-year-old son into battle in the name of 
patriotism. I said to my new friend, "you are the patriot dear" because that
war was based on a lie. 
 
I said that because she thinks and her former best friend is brainwashed, adding
"she won't have a clue why certain things happen and it will be too late then for
her."

[cia-drugs] Akha Journal: Your Help is Urgent Needed

Dear Friends:     Well maybe it runs twice a year, who knows, but we are in urgent need of your financial help to just keep some of our most basic services on line that investigate and inform the public about what is happening to the Akha.     We have had a serious short fall for the last three months and things are more than a little stretched. Numbers of donations did not come through for what ever reason.     We are not about to quit, but we have a lot of work to do, and we aren't making it.      Do more than toss us a thought or a coin, send us $50.      There is a hec of a story to be told about what is going on with the Akha right now, but we aren't going to be able to tell it if we can't cover the basics.      Let me give you an example:     Post US Drug War Opium
 Eradication:  In a district of mostly Akha, this is the reality TODAY!     Lets look at some statistics. 2006From the National Statistic OfficeOne Opium Growing District, that grows no longer.From the list of 47 poorest districts.X District,   91 villages total.3557 poor households of 4412 total households 85 poor villages of 91 villages total62 villages without access to health services58 villages no access to clean water51 villages no access to education61 villages no road access1692 households lack enough rice to eat1566 households lack enough clothes1795 households lack money for health services2453 households lack money for education 14% of the population has to travel more than 8 hours to a hospital5.1% have long term illness or disability62% of population has short term illness that prevents them from working, compared to 32% for VientianeOnly 16% have
 access to a pharmacy Crude Death Rate 5.2%, real stats not available.Death rate for Vientiane is 3.7%     That has been going on for ten years, and how many do you reckon have died?  100? 500? More than 1000? More than 2000?     When is it ethnic cleansing in the name of the drug war?     And below is a massive piece of propaganda from our friends in the US Govt.     The world can not say it didn't know what was happening, it didn't know how poor the Akha were, or who eradicated them. Cause we have been saying it for a good long time, maybe we need to start doing  Eco Death Tours, before anyone will believe us?     Come to an Akha Village, get their picture before they are dead, watch them die, do you believe us now, are you having fun yet, isn't the US a bastion of Human Rights ?     Yeah, get

Interesting to note with a burp and a smile Cropley tells how the CIA was big time drug dealer in Laos before.   What was amazing was how fast the article was sanctioned as safe and reasonable journalism to feed the masses that there is no US led genocide in Laos,
 no War Crimes against the innocent, God forbid, its just all coming up roses. Reuters, Yahoo, the Bangkok Post, scattered across the world in a few days.   Then they bring out a fascist from the US Embassy in Vientiane, take their skirts for a helicopter ride, and tell them how wonderful it was that the mountain people got off opium, how life is so much easier when you are dead.   Clifford Heinzer, they don't get more stupid than that. 8 kilos of opium per hectare? Not likely any time soon. But only a small source of income? You must be dreaming, even four kilos would be plenty for survival income for a mountain family, cash on the barrel head. And opium keeps good and solid for three years, so hey, sell when you are ready.   But Heinzer he goes on that now the mountain people are waiting for their money for years, while the fruit trees grow to sell fruit that no one wants, or tea, as slaves for the Chinese.   Death, famine and disease, how is that easier than
 opium? How much corn would an Akha woman have to plant in order to match the money on opium? How much forest would be destroyed? How many tons will the family have to carry from the fields and shuck? Heinzer is clueless, he
