Arbour took pains to identify both Israel and Hezbollah as potentially guilty parties. Nevertheless, there was little doubt that her target was Tel Aviv, and her warning that liability for war crimes is not restricted to the military, but extends to politicians who approve their operations was also meant to be heard by Israel's political backers in Washington and London. Her reference to the "scale of killings in the region," and "the supreme obligations to protect civilians" under international law could only be directed at Israel, given the massive and disproportionate violence it has meted out.millions throughout the world believe that Israeli Prime Minister Ehud Olmert, President George W. Bush and British Prime Minister Tony Blair should face war crimes charges. And Arbour is fully aware of the outrage and disgust that has been aroused internationally by the appalling destruction heaped upon the Lebanese people by the Israel Defence Forces (IDF) with the unconditional backing of the US and Britain. Arbour is in fact acting as friendly counsel, advising the Israeli, US and British governments that they are setting in motion forces that are not under their control. Without at least making such a warning, the stench of hypocrisy that pervades international politicswhen only those who fall foul of Washington such as Slobodan Milosevic and Saddam Hussein face human rights chargeswould be overwhelming. Israel's actions in the Lebanon are in clear contravention of the 1949 Geneva Convention. Article 51 of the First Protocol states, "The civilian population as such, as well as individual civilians, shall not be the object of attack." Article 52 states, "Attacks shall be limited strictly to military objectives" As Arbour explained, "Indiscriminate shelling of cities constitutes a foreseeable and unacceptable targeting of civilians. "Similarly, the bombardment of sites with alleged military significance, but resulting invariably in the killing of innocent civilians, is unjustifiable." Israel has no defence against such charges. Its claim to be targeting Hezbollah and a supposed infrastructure of terrorism is obscene, given the scale of its actions against the entire Lebanese people. Lebanon has been subjected to a total sea and air blockade, leaving its population of 3.5 million unable to seek any refuge from a daily bombardment by aircraft, tanks and gunboats. Well over 300 people have been killed and thousands injuredmany of them children. Israel's offensive began with the systematic destruction of Lebanon's infrastructure, including its only international airport, power plants, water treatment facilities, roads and bridges. But it was not long before it began shelling the predominantly Shia neighborhoods in Beirut, claiming that every house was potentially sheltering Hezbollah fighters. This is Tel Aviv's pathetic attempt to justify attacks on civilian targets with claims that they have a "dual use." Amidst the occasional strike on actual Hezbollah facilities, thousands of homes have been destroyed in one of the most densely populated areas of Lebanon. Reporters allowed to visit the area speak of it having been "laid waste" and "pummeled." One report described how "Eight-or nine-storey buildings had their façades blown out by blasts; others lean forward as if about to fall. Sofas, mattresses, toys, books and every personal possession imaginable litter the streets among chunks of concrete, twisted metal and blown-out window frames. Electrical cables dangle everywhere. Walking through it all is treacherous." On Thursday evening, the Israeli Air Force dropped 23 tons of explosives on the Bourj al-Barajneh suburb, with two dozen jets using special burrowing bombs. The explanation offered by Israel was that it was seeking to kill Hezbollah leader Sheikh Hassan Nasrallah. This is merely seeking to justify one war crime with another. Like the US, Israel has an official policy of assassinating its political opponents. But this is illegal under international law. The claim that Israel is targeting Hezbollah has been used to sanction attacks on civilians throughout southern Lebanonan offensive that amounts to ethnic cleansing. It is a staggering fact that official estimates are of 500,000 internally displaced people in the country, fully a seventh of the entire population. Israel has now dropped leaflets throughout the area warning residents to leave their homes as it is going to attack. There are widespread predictions that a ground invasion is imminent. The 11,000 trailers built in Arkansas were originally said to be for parking beside damaged homes. They were to house residents while they rebuilt their homes a few feet from these trailers. This story takes the blame off of Bush and any cronies profiting just as much from unused trailers and utilized trailers. The blame is projected on residents who are supposedly at fault for choosing not to use the trailers in trailer parks. For residents, the choice is the same as for the Abramoff prison cruise ships. New Orleans residents chose not to use them, either, because they, like these trailer parks, are far from the damaged homes they want to restore, and far from potential jobs. It is obvious that that step was a necessary precondition of Israeli involvement in Lebanon. The huge mystery of the current Israeli adventures is why Israel is sacrificing so much international goodwill in murdering innocent Lebanese civilians, when its stated goal is self-defense against Hezbollah. In fact, Israel is spending an inordinate amount of time destroying Lebanese infrastructure and making direct attacks against the Lebanese army, the latter particularly odd if Israel really wants the Lebanese army to disarm Hezbollah. Israels actions are actually strengthening the position of Hezbollah, which isnt so odd when you consider the fact that Israel has long helped to create its own enemies in order to have an excuse for colonialist attacks against them. In this case, attacks against the central Lebanese government and army appear to be leading to an argument that Lebanon newly destroyed Lebanon is incapable of living up to its international obligations to disarm Hezbollah, leading directly to the necessity of Israel entering Lebanon to do the job itself. Israel has another motive in wanting to destroy Lebanese civil society, as such destruction is part of the Zionist Plan for the Middle East. Ideally, Lebanon will end up fractured on ethnic lines, following the Yinon plan of breaking all of Israels potential enemies into tiny statelets. A peaceful and tolerant and wealthy Lebanon is bad publicity for the general Zionist line that Arabs are incapable of such progress. Hariri was one of the main architects of the reconstruction of Lebanon, and would not have stood for its re-destruction. He had a lot of powerful friends around the world, and would probably have been able to prevent the current Israeli attacks. Even if the attacks had done damage, he would have been able to lead the re-reconstruction, thwarting Israeli long-term plans. It was thus necessary to remove him as a precondition of the current Israeli attacks. The original Official Story of the Hariri assassination was that it was an underground explosion of a type that only the Syrian intelligence services could have handled. When it turned out that the evidence indicated a truck bomb, the propaganda machine turned 180 degrees and declared that it was the work of an al Qaeda group hired by the Syrians (odd given the fact that the Syrian government is probably the biggest enemy of al Qaeda). We have recently seen that the Israeli spy ring in Lebanon had very curious connections to al Qaeda organizations in Lebanon. It is not difficult to see how Israel managed to cloak the Hariri assassination, now clearly part of the current attack on Lebanon, in such a way as to direct blame towards Syria, thus leading directly to the removal of Syrian troops. Israel has a number of goals in its current attacks, the ultimate one being fooling the Americans into another war for Israel, this time against Syria. The most feasible goal, however, is water. With the connivance of the Americans, Israel is resisting calls for any kind of ceasefire or negotiated settlement, as that would prevent Israel from achieving its real goal of seizing southern Lebanon, including control over the water in the Litani river (some of which is already being stolen by the Israelis). UN peacekeepers would make such a goal impossible, and so UN involvement must be resisted. The plan is to take over southern Lebanon under the guise of creating a Hezbollah-free buffer zone to protect Israel from Hezbollah rocket attacks. Of course, were supposed to forget the fact that the dangerous rocket attacks the ones that havent been faked by the IDF only occurred after the Israeli attack on Lebanon, and the fact that a buffer zone will have no effect on Hezbollahs ability to send rockets into Israel. The real goal of the buffer zone will be to allow Israel to begin to siphon off greater quantities of Lebanese water. It is only in the light of the ongoing crimes being committed by Israel in Lebanon that we can come to a full understanding of the real reason for the assassination of Rafik Hariri. As USA Today noted about summer movies, the hot trend in heroines is not the damsel in distress. Its the damsel who causes distress. Uma, Oprah. Oprah, Condi. The more W. and his tough, by-any-means-necessary superbabe have tried to tame the Middle East, the more inflamed the Middle East has become. Now the secretary of state is leaving, reluctantly and belatedly, to do some shuttle diplomacy that entails little diplomacy and no shuttling. Its more like air-guitar diplomacy. Condi doesnt want to talk to Hezbollah or its sponsors, Syria and Iran Syria knows what it needs to do, she says with asperity and she doesnt want a cease-fire. She wants a sustainable cease-fire, which means she wants to give the Israelis more time to decimate Hezbollah bunkers with the precision-guided bombs that the Bush administration is racing to deliver.
