Configuring OSPF:
OSPF classifies different media into the following three types of networks
by default:

  + Broadcast networks (Ethernet, Token Ring, FDDI)
  + Nonbroadcast multiaccess networks (SMDS, Frame Relay, X.25)
  + Point-to-point networks (HDLC, PPP)

  Configure Your OSPF Network Type
  
  You have the choice of configuring your OSPF network type as either
broadcast or nonbroadcast multiaccess, regardless of the default media
type. Using this feature, you can configure broadcast networks as
nonbroadcast multiaccess networks when, for example, you have routers in your 
network that do not support multicast addressing. You also can configure
nonbroadcast multiaccess networks (such as X.25, Frame Relay, and SMDS) as
broadcast networks. This feature saves you from having to configure
neighbors, as described in the section "Configure OSPF for Nonbroadcast
Networks."  

Can't answer #2, as it's really early and I'm not awake yet, but it seems
that the dead timer should be taken into account.

The August 2000, Product guide says 2820, 2900XL, and 3900 have ATM
option? I don't know about the End-of-Life models, which may make the
below statement accurate.

May require further investigation.

I haven't thought this all the way through (there seem to be easier ways
to do this) but perhaps try changing the terminal escape sequence or
disabling it entirely.. then it might transmit correctly.

This is a off-the-top-off-the-head guess... anyone can dispute.

HP Openview is pretty modular, you may just want the Network Node Manager
(NNM). If you can get that piece, it'd reduce the cost, significantly.

I guess I was thinking it was more "technical" and looking for ways to
apply it. I suppose it's more theoretical and my understanding was
sufficient and there wasn't 'more to it', even though there is a
(config-router)#bgp dampening option, I guess that's the extent of it, as
far as that is concerned, half-life's not inclusive.. ok, i'll shut up now
