Sorry, set a filter against a number of tcp attacks and inadvertently
filtered out the Cisco web site.
At least I know it works, though for the life of me, I need to make sure I
can always get to CCO at

I've tried the IPSec Manual Keying example on Cisco's web site
but can't see how this can work.

The problem lies with the fact that the "set security-association"
option does not exist in the crypto map.

router2(config-crypto-map)#set peer 11.11.11.12
router2(config-crypto-map)#set security-association ?

router2(config-crypto-map)#set ?
  peer   Allowed Encryption/Decryption peer.
