Because IP is a network layer protocol, and RS232 (V.24 for the Europeans) 
is a physical layer protocol, you need a data link layer to bridge the gap.  
SLIP or PPP fill this gap, and is the most common way of encapsulating IP 
over Async connections. (I assume you mean async, not sync, in which case, 
use LAPB, HDLC or PPP)

Can't see why not. You could get TCP/IP running over a coat hanger if you 
tried enough. Seriously, a terminal server can enable PCs to connect via 
RS-232 to a TCP/IP network.

The most extreme demonstration I've seen is running TCP over Telnet 
(which was itself running over a different TCP session).

On the continuing thread of such demonstration, having a toaster 
controlled by SNMP goes into near-antiquity (for this field).  Having 
a messaging protocol controlling a robotic arm that took bread in and 
out of the toaster, however, was rather elegant.

SLIP

This runs IP on serial interfaces.  PPP over modems runs via serial interfaces as do a 
lot of other things.  Slip will do fine as I understand it between two devices.

I would guess that this would also be possible with back-to-back DTE cables
using a null modem adaptor.  Has anyone tried this before?
