Every time I have had the orange alarm light on one of my WIC cards, AND I
was sure that all the cabling and everything on my end was OK, I found that
it was the carrier.  I would have them do a thorough diagnostics and see if
they can latch on to your CSU, etc.

 It keeps trying to restart and keeps getting reset with the above debug
 code.  I have checked the cables.  The lights on the WIC are CD
illuminated
 and ALARM illuminated.  I searched the archives and found someone had the
 same problem back in april with the a 1603 and the same debug trace, but
no
 one replied.  Please help!  I have no where else to turn as I have no
 maintenance on this router.  Thanks
