here are a couple of internet sources I use:

time.nist.gov
ns.arc.nasa.gov
tick.usno.navy.mil

I haven't looked in a while, but these days you can probably do a google
search and get a zillion reliable time servers.

if your client requires the IP address, you can ping each of the names, and
get the IP in return.

have a single device synchronize against one or another of these sources,
then have all your other devices synchronize against the one hitting the
public side. Keeps unnecessary internet traffic to a minimum.

I did this recently for a customer, different router platforms have
different NTP capabilitites.

Best thing to do is look on www.cisco.com this is where I got all the
necessary info from.

Go to the US Naval Observatory site at: http://tycho.usno.navy.mil/ntp.html
and pick a stratum 1 time server and have one of your routers get time from
3 different servers, preferably different stratums. After that you can use
that router as the server for the other routers and PC's. You can install 
software that runs as a service on nt and 2000 machines that will make time
requests from your router/NTP server. Quite a few stratum 1 time sources do
not want multiple clients from your organization all requesting time from
them so just use one of your routers as the client. Keep in mind that there
are issues with NTP so you will want to configure access lists to control
what can get time and who it can be given to.
